The Chairman of the Commune People's Committee decides to approve the tasks and budget estimates for purchasing, repairing, renovating, and upgrading assets and equipment for commune-level agencies, organizations, and units, including Party agencies and units in the commune.
Regarding the authority to decide on approving tasks and budget estimates for repairing, renovating, upgrading, expanding, and constructing new construction items in invested construction projects, the People's Council of Thai Nguyen province resolved that heads of provincial agencies and units are allowed to decide on approving less than 2 billion VND/task.
The Chairman of the Provincial People's Committee approves a total budget of 2 to 20 billion VND/task. The Chairman of the Commune People's Committee approves a maximum of no more than 20 billion VND/task.
Regarding the authority to decide on approving tasks and budget estimates for implementing the rental of goods and services, Heads of provincial-level agencies and units and Chairmen of Commune People's Committees shall approve for affiliated agencies, organizations and units.
The Resolution of the People's Council of Thai Nguyen province is a step to concretize the policy and direction of the Central Government on decentralization and delegation of power to the commune level to operate two-level local government.
With the prescribed authority, in the coming time, commune levels in Thai Nguyen will be proactive in deciding to implement tasks, reducing the submission and appraisal stages to speed up disbursement progress.
At the same time, the new authority also forces the commune level to take greater responsibility in the implementation process.
Also at this session, the People's Council of Thai Nguyen province resolved to issue a support policy for cadres, civil servants, public employees, and workers working at the province's administrative center.
Accordingly, Thai Nguyen province will support cadres, civil servants, public employees, and workers in the former Bac Kan province who do not have a house owned by their spouse or individuals in the former Thai Nguyen province at the time of receiving support and are continuing to work at the administrative center of Thai Nguyen province after the arrangement.
The level of support for travel and housing rental decided by the People's Council of Thai Nguyen province is 4 million VND/person/month. The support period of less than 15 days is calculated as half the support level; from 15 days or more is calculated as 01 month. The support implementation period is from the effective date of the resolution until the end of September 2027.
This policy demonstrates the care and concern of the new Thai Nguyen province for the cadres, civil servants, public employees, and workers working far from home and without housing. The policy will also provide great support so that cadres, civil servants, public employees, and workers of the old Bac Kan province can return to their new workplaces with peace of mind and have time to accumulate to stabilize their long-term housing.
In addition to the two important resolutions mentioned above, at this session, the People's Council of Thai Nguyen province passed resolutions on the proposal to assign the Provincial People's Committee to decide on adjusting the medium-term public investment plan for the 2021-2025 period and the annual budget of the district level; requesting consensus on the proposal to implement the investment project to complete the construction of the CT.07 expressway , Hanoi - Thai Nguyen - Cho Moi section; regulations on decentralization of revenue sources, expenditure tasks and the percentage of revenue sharing among budget levels in 2025.
