
Following the administrative reorganization, Thai Nguyen province has 307 surplus properties (houses and land) that have been transferred to the management of the People's Committees of communes and wards.
To date, all 72 communes and wards with transferred assets have completed the development of plans for managing and disposing of surplus public assets. Specifically, it is planned to transfer 14 facilities to organizations with the function of managing and operating housing for exploitation; allocate or lease land according to the Land Law for 37 facilities; and demolish and manage 16 facilities according to land law regulations.
Of the 90 properties (houses and land) that have been transferred to the Provincial Land Fund Development Center for management and processing, 19 are currently expected to be transferred to the commune-level People's Committees for management, exploitation, and use.
Local authorities have reported specific plans for handling each surplus property and land; and have committed to completing the arrangement and disposal of assets before June 30, 2026, as directed by the Government and the province.
According to Nguyen Linh, Standing Committee member of the Provincial Party Committee and Permanent Vice Chairman of the Thai Nguyen Provincial People's Committee, the arrangement and handling of surplus public assets is a particularly important task that must be carried out decisively and in accordance with regulations, avoiding loss and waste. Localities should prioritize converting the functions of facilities to serve the community, such as libraries, cultural centers, sports fields, and community health care facilities.
For facilities that are being leased, communes and wards are required to complete the necessary documents and submit the rental price plan to the province no later than May 25th for timely approval and to organize leasing in June.
For eligible properties to be auctioned, localities need to proactively develop plans and follow the correct procedures, especially fully determining the value of assets on the land according to regulations, and not arbitrarily demolishing structures to auction only the land use rights. At the same time, communes and wards are required to continue reviewing and updating asset disposal plans after the meeting; promptly report any difficulties and obstacles so that the Provincial People's Committee can direct solutions, striving to complete the entire process of arranging and disposing of surplus public assets by June 2026, in accordance with the Prime Minister's directive.
