The first Quang Tri Provincial Party Congress for the 2025 - 2030 term is a major political event, an important historical milestone; held at a time when the entire Party, the entire army, and the entire people are comprehensively, synchronously, and extensively promoting the renovation process, confidently entering a new era of development - the era of national advancement. The Congress took place after the merger of the administrative units of Quang Binh and Quang Tri provinces. The Congress has the important task of evaluating the results of the implementation of the Resolution of the Provincial Party Congress for the 2020 - 2025 term; deciding on the direction, goals, targets, tasks, and development solutions for the 2026 - 2030 period. The Congress is conducted with the motto: Solidarity - Democracy - Discipline - Breakthrough - Development.

ASSESSMENT OF THE SITUATION AND RESULTS OF IMPLEMENTATION OF THE RESOLUTION OF THE PROVINCIAL PARTY CONGRESS FOR THE TERM 2020 - 2025
Implement the Resolution of the Provincial Party Congress for the 2020-2025 term in conditions with basic advantages. The country maintains independence, sovereignty, unity and territorial integrity; political and social stability; the foundation, potential, position and international prestige are enhanced. The Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term are concretized and effectively implemented; the Party Committee and the People in the province are united and highly unanimous. Besides the basic advantages, the province still faces difficulties and challenges in the context of the world and regional situation with rapid, complicated and unpredictable developments; the province's resources have not met development requirements; the severe consequences of the Covid-19 pandemic, natural disasters, ... have greatly impacted and affected the development and people's lives.
In that context, the Party Committee and People in the province have made great efforts, been proactive, creative, acted resolutely, gradually overcame difficulties, organized the implementation of the Resolution of the Provincial Party Congress and achieved important achievements.
I. RESULTS OF IMPLEMENTING THE RESOLUTION OF THE PROVINCIAL PARTY CONGRESS FOR THE TERM 2020 - 2025
1. Party building and political system work
1.1. Political, ideological and ethical work continues to be focused on.
Party committees at all levels are always steadfast in Marxism-Leninism, Ho Chi Minh thought, the goal of national independence and socialism, the Party's renewal policy and the principles of Party building. The political capacity, qualifications, innovative thinking, leadership capacity, planning and fighting strength of the Party Committee have been improved.
The work of Party building in terms of ideology has been focused on, combining “building” and “fighting”, taking “building” as the fundamental, long-term strategic task, “fighting” as the important and urgent task. There have been many innovations in organizing the study, dissemination, propaganda, and implementation of the Party’s resolutions and directives, applying modern communication methods, bringing about practical results. Proactively grasping and promptly processing information and orienting ideology and public opinion, associated with effectively resolving pressing issues of the people, complex issues arising, ensuring ideological unity within the Party and social consensus. The work of protecting the Party’s ideological foundation, fighting against erroneous and hostile viewpoints, preventing and repelling degradation, and manifestations of “self-evolution” and “self-transformation” has achieved positive results.
Party committees at all levels attach importance to training revolutionary moral qualities, fighting individualism among cadres and party members, associated with implementing the resolutions and conclusions of the 4th Central Committee (term XI, XII, XIII) on building and rectifying the Party and the political system, regulations on exemplary responsibility, and revolutionary moral standards of cadres and party members in the new period. Studying and following Ho Chi Minh's ideology, morality and style have been profound, creating a widespread influence throughout society.
1.2. Party building and organization work has many innovations; the organization and apparatus of the political system has been arranged synchronously, drastically, and streamlined.
The Party's resolutions, directives, conclusions and regulations on Party building and organization work have been implemented synchronously, scientifically and in accordance with reality. Timely, proactive, serious and correct implementation, in accordance with regulations, closely following the conclusions of the Party Central Committee on ending the activities of Party delegations, Party executive committees, a number of Party committees directly under the Provincial Party Committee and District Party Committees; effectively implementing the policy of provincial consolidation, streamlining the apparatus according to the model of 2-level local government organization associated with streamlining the payroll, restructuring and improving the quality of cadres and civil servants.
Personnel work is implemented in accordance with the principles of democracy, openness, transparency and many innovations, promoting the role and responsibility of Party committees and leaders; focusing on building a team of cadres at all levels with sufficient qualities, capacity and prestige, equal to the task. Discipline and power control in personnel work are respected. Piloting innovation in some stages of the personnel work process is actively implemented by Party committees at all levels. Internal political protection work is directed to be implemented seriously, thoroughly, cautiously, in accordance with regulations and has achieved many results.
Party committees at all levels strictly implement regulations on responsibilities and handling of responsibilities for heads and deputy heads of agencies, units, and localities in performing assigned duties and tasks, contributing to limiting the situation of working half-heartedly, lacking dynamism and creativity, preventing degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
The work of arranging, perfecting, establishing new ones, consolidating party organizations and improving the quality of party members has been carried out promptly, in accordance with the requirements and tasks in the new situation. Directing the pilot implementation of a number of new contents on party organizations and party members before the Central Committee's guidance and in accordance with the actual conditions in the province; implementing the model of "4 good party cells", "4 good grassroots party organizations", creating a new momentum in party building work; strengthening the work of creating sources for party members; paying attention to directing innovation and improving the quality of party committee and party cell activities. During the term, 13,375 new party members were admitted, reaching 2.1%/year; annually, over 99% of grassroots party organizations complete their tasks or more, over 99% of party members complete their tasks or more.
1.3. Inspection and supervision work has been strengthened and achieved positive results.
Regulations and rules on inspection and supervision are specified and implemented synchronously by Party committees at all levels. The content of inspection and supervision has a focus and key points; through inspection and supervision, Party organizations and Party members have promptly overcome and corrected limitations and shortcomings, and prevented violations. Inspection work when there are signs of violations is identified as a key task, promptly inspecting, concluding clearly and strictly handling difficult cases, many new, complicated, serious contents, and public opinion concerns. Party discipline is promptly enforced, basically ensuring strictness, compliance with procedures, regulations, democracy and objectivity. The work of handling petitions and letters is carried out in accordance with regulations. Controlling power in inspection and supervision work is focused on and implemented by Party committees and inspection committees at all levels.
The publication of inspection, supervision and violation handling results on mass media is carried out in a systematic manner, creating consensus, support and trust among cadres, party members and people in the work of inspection, supervision and party discipline.
1.4. Internal affairs, the fight against corruption, waste and negativity are implemented synchronously and effectively.
Party committees at all levels have paid attention to leading, directing, thoroughly implementing resolutions and directives on internal affairs, preventing and combating corruption, waste and negativity, in conjunction with developing programs, implementation plans and achieved results, and responsibilities of Party committees, authorities and leaders. Strengthening leadership and direction of citizen reception work; many long-standing cases have been directed to be resolved, and people's opinions have been considered and responded to in accordance with regulations. Coordination between agencies in the Internal Affairs sector has become increasingly synchronous, contributing to ensuring political security, order and social safety.
The activities of the Provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity are increasingly effective; promptly put a number of cases and incidents related to corruption and economics under monitoring and direction, and directed the acceleration of the settlement process according to the motto "actively, urgently, and handle clearly as it is". Leading, directing and implementing well the work of reviewing socio-economic inspection conclusions in sensitive areas, areas prone to violations, and areas prone to corruption, waste and negativity.
1.5. Mass mobilization work focuses on the grassroots level, the relationship between the Party and the People is increasingly close.
Party committees at all levels have strengthened their leadership role in mass mobilization work; the coordination between the government, agencies with the Fatherland Front and socio-political organizations in implementing the Regulations on mass mobilization work of the political system has become increasingly close and effective. The content and methods of propaganda and mobilization of the people have continued to be substantially and comprehensively innovated, focusing on the grassroots; linking mass mobilization work with effective implementation of socio-economic development policies. Focusing on implementing the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; enhancing dialogue between leaders of Party committees and authorities with the people. The emulation movement "Skillful mass mobilization" continues to be promoted; building and replicating models and typical examples in new rural construction, implementing key projects and works and the model "Each commune, agency, unit helps a village in ethnic minority areas".
The government's mass mobilization work has promoted the role of "the government organizing the implementation of mass mobilization work", linking the implementation of mass mobilization work with direction, administration, and organization of implementation in all fields. Mass mobilization work in ethnic minority areas and areas with religious people has received attention; attention has been paid to supporting livelihood models, preserving and promoting good traditional cultural values in the localities; respecting and ensuring the freedom of belief and religion of the people. The relationship between the Party Committee, the government, the Fatherland Front, socio-political organizations and the people has become increasingly close.
