Proper advice, comprehensive and effective implementation of all aspects of work

As an agency that advises, directs, guides and implements Party and political activities in the General Department of Logistics and Engineering (GDL), for the 2020-2025 term, the Political Department has been undertaking a huge amount of work, in a special context: Implementing the decision of the Ministry of National Defense to merge the General Department of Logistics and the General Department of Engineering and reorganize it into the General Department of HC-KT. This is a period with many difficulties, but with high determination, the Party Committee, the commander of the Political Department and the Party committees and commanders of agencies and units have led and directed the overcoming of difficulties, successfully completing tasks, some tasks have been completed excellently.

Immediately after the decision to establish the Party Committee of the General Department of Politics and Administration, the Party Committee of the Political Department focused on leading and directing closely the work of political education, ideological leadership, and maintaining stability in the agency and unit. Prepared well in all aspects, organized the handover of departments, offices, agencies, and units in accordance with principles and plans. Timely built a system of internal normative documents, reviewed functions, tasks, working relationships, assigned tasks, stabilized workplaces, living conditions, and quickly put all aspects of work into order, operated smoothly, in accordance with principles and plans, ensuring synchronization, timeliness, efficiency, and maintaining stability in all aspects of the agency and unit.

The Party Committee of the Department has led and directed the organization of the dissemination and study of the resolutions of the Politburo, the Central Military Commission, political and ideologicaleducation programs, and the dissemination of laws according to regulations. Propaganda activities have been promoted with many creative and diverse forms such as the propaganda campaign with the theme "Logistics and Engineering Troops - Journey to the Great Spring Victory"; the live television program "Resources for Victory"; the campaign to compose songs and literary and artistic works about the logistics and engineering sector of the Army...

With the assigned functions and tasks, the Party Committee of the Political Bureau has actively and proactively advised the Standing Committee of the Party Committee and the General Department of Personnel and Administration to develop a system of working regulations and leadership regulations for key aspects of work; documents for leadership and direction of congresses and direction and guidance for party congresses at all levels for the 2025-2030 term; reviewed, supplemented planning, arranged, and perfected the staff at all levels, ensuring proper procedures, strictness, and quality.

Identifying people as an important factor determining the quality and efficiency of work, the Party Committee of the Political Department has actively and proactively advised the Standing Committee of the Party Committee of the General Department of Personnel and Administration in arranging and perfecting the staff in conjunction with reviewing and supplementing the planning of command and management staff at all levels for the 2020-2025 term and preparing personnel for party congresses at all levels for the 2025-2030 term. Reviewing proposals for conferring, promoting military ranks, raising salaries and transferring cadres in accordance with regulations and procedures. Guiding agencies and units to develop circulars stipulating standards for cadre positions in the General Department of Personnel and Administration. Implementing retirement and leave of absence decisions according to Decrees 177, 178, and 67 of the Government .

Mass mobilization and mass work were organized comprehensively and effectively. Many practical activities left a strong impression such as the "Skilled Mass Mobilization" Contest; the exchange and dialogue program between the head of the General Department of Personnel and Technology and young officers; the contest to learn about the 50th anniversary of the Liberation of the South and National Reunification; the 25th Creative Youth Award in the Army... creating a widespread influence throughout the General Department.

In the coming years, the tasks of the Army and the General Department of Personnel and Technical Services will be supplemented and developed. To meet the requirements of the tasks in the new situation, the Party Committee of the Political Department determined to continue to thoroughly grasp and strictly implement the resolutions, directives and conclusions of the Central Committee, the Central Military Commission, the Party Committee of the General Department of Personnel and Technical Services on military and defense tasks, logistics and technical work and Party building work in the General Department. Direct and guide the comprehensive implementation of Party work and political work in the General Department; build a clean and strong Party organization, a comprehensively strong Political Department "exemplary, typical", contributing to building a revolutionary, disciplined, elite and modern General Department of Personnel and Technical Services, meeting the requirements of the tasks in the new situation.
