June 2025: Hanoi plans to issue a resolution on administrative unit arrangement, merging communes into wards

The Hanoi People's Committee has just issued Document No. 3277/UBND-TH to the Standing Committee of the City People's Council, proposing a number of important contents expected to be considered at the thematic session in June 2025 and the regular session in mid-2025. Notably, the proposal for the City People's Council to consider and pass a resolution on the rearrangement of administrative units - specifically the "merging of communes and wards" according to the 2-level local government model.

According to Document No. 3277/UBND-TH, the Hanoi People's Committee assigned departments, branches and sectors to review, synthesize and propose contents to be submitted to the City People's Council for consideration. Notably, at the thematic session scheduled to take place in June 2025, the City People's Council will review and approve draft resolutions related to the rearrangement of administrative units - an urgent task to effectively implement the Law on the Capital (amended), while meeting the requirements of streamlining the apparatus, improving the effectiveness and efficiency of state management.

The Hanoi People's Committee plans to submit to the thematic meeting 8 contents, including: Report on the 2024 budget settlement; Adjustment of the 2025 budget estimate according to the 2-level local government model; Adjustment of the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan; Regulations on the authority to approve tasks and budget estimates for the purchase, repair, upgrading of assets, equipment and service rental under the city's management; Resolution amending and supplementing Resolution 22/2022/NQ-HDND on decentralization of revenue sources, expenditure tasks and revenue sharing ratios among budget levels for the 2023-2025 period; State financial report for 2024; Approval of the investment policy for the Hanoi environmental improvement and waste incineration power generation project under the public-private partnership (PPP) method; Approval of investment policy for the project of land acquisition, compensation and site clearance for the route connecting Gia Binh airport to Hanoi capital (section passing through the city).

Notably, the restructuring of administrative units according to the 2-level local government model is considered the key content at this thematic session. The merger of communes and wards will help streamline the organizational apparatus, save resources, and at the same time improve the efficiency of serving the people, in line with the rapid urbanization trend of the capital.

In addition, at the regular meeting in mid-2025, the Hanoi People's Committee plans to submit 52 contents, many of which are aimed at specifying new regulations in the revised Law on the Capital. Some notable resolutions include: Resolution on commercial and cultural development zones; Resolution regulating the organization and operation of cultural industrial centers; Resolution on the order and procedures for developing and applying economic and technical norms in the construction sector; Resolution on domestic and international technical standards and regulations; Resolution regulating the order and procedures for deciding on investment policies and investment approvals, etc.
