
People come to the Public Service Center of Thang Binh commune to resolve administrative procedures.
Present at the Public Administration Service Center (PVHCC) of Thang Binh commune in the early morning, we felt the bustling working atmosphere. Despite the large workload, the center's officers and civil servants always showed a high sense of responsibility and a friendly attitude towards people coming to resolve administrative procedures (AP). Receiving the results of the certification of diplomas and certificates after 15 minutes of registration, Mr. Doan Van Phuong, from Ngu Thon Dai Ban village, excitedly said: "People coming to resolve administrative procedures are warmly welcomed by the officers and civil servants of the center and enthusiastically guided through all the steps of getting a registration form to resolve administrative procedures, entering data into the electronic administrative management software system. The AP files are resolved quickly, helping us people not have to go back and forth many times."
Aiming at the goal of building a government close to the people, serving the people, right from the first days of operating under the 2-level local government model, the Chairman of the People's Committee of Thang Binh commune issued decisions to improve the organizational structure, personnel, operating regulations, and coordination regulations in receiving and handling administrative procedures for organizations and individuals of the Public Service Center. At the same time, he made plans to invest in purchasing equipment to serve the task of handling administrative procedures, such as: automatic number taking system, administrative procedure lookup screen, computers, printers, scanners, counters, cameras, air conditioners, high-speed network systems, waiting chairs for organizations and citizens. In particular, he implemented repairs and renovations to the center to make it a place where everyone feels welcome.
Currently, the PVHCC Center has 7 officers and civil servants, of which 5 officers and civil servants are assigned to receive documents in the fields of justice - civil status - authentication, culture - society, business, agriculture - environment. 100% of officers and civil servants working at the center have university degrees, are professionally trained, have communication skills and always uphold the spirit of responsibility and public ethics. In addition to coordinating with the commune youth union to support people in entering online public service records, the center also arranges officers and civil servants to take turns on duty to ensure the timely reception and processing of administrative procedures on holidays.
Mr. Le Viet Thanh, Deputy Director of the Public Administration Center of Thang Binh Commune, shared: “Determining that the officials and civil servants at the center are both “gatekeepers” and play the role of a bridge to bring the government closer to the people, we always uphold the spirit of respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people in the process of performing our duties. Along with using electronic administrative management software, the officials and civil servants of the center also combine to guide, mobilize and persuade people and businesses in the process of handling administrative procedures. This not only brings satisfaction to people and businesses, but also builds a cultural lifestyle, civilized office, style and attitude towards organizations and individuals when coming to transact at the center. Thanks to that, the process of handling administrative procedures at the center is optimized to minimize waiting time. For example, the procedure for issuing birth certificates, certifying documents, diplomas and certificates only takes 15 minutes instead of half a day as before.”
Pursuant to Official Dispatch No. 325/HCC-HCQT dated July 24, 2025 of the Thanh Hoa Provincial Public Service Center on "instructions for publicly posting administrative procedures, progress of handling administrative procedure records and information of officials and civil servants working at the Public Service Center on the electronic information page", in the third quarter of 2025, the commune has publicly posted 399 administrative procedures under the authority of the Commune People's Committee issued by the Provincial People's Committee; set up a banner on publicly posting administrative procedures and information of officials and civil servants of the center on the electronic information page of Thang Binh commune. In addition, the implementation of the one-stop shop and one-stop shop mechanism, and the application of information technology in the activities of the commune government have created favorable conditions for the effective reception and handling of administrative procedures for people and businesses quickly, reducing the number of trips.
From July 1 to November 19, 2025, the Commune Public Service Center received 2,782 records. Of which, 2,015 records were processed ahead of schedule, 689 records were processed on time; the remaining records are in the process of processing. The above figures do not only stop at the results of handling administrative procedures, but also measure people's satisfaction with the Thang Binh Commune government.
In the future, when the infrastructure is invested more synchronously and digital technology is developed comprehensively, the Public Administration Center of Thang Binh commune can integrate completely online services, people only need to stay at home using mobile devices, computers connected to the internet to be able to solve administrative procedures. That will be the time when the center truly becomes a symbol of the government close to the people, serving the people.
