Female prosecutor devoted to work

Entering the prosecution industry in 1997, having held many positions, in 2024 she was appointed Head of Department 9. After nearly 2 years of holding the responsibility of leading the department specializing in resolving civil cases, she has gained a lot of experience. Good practices have been multiplied, many achievements have been recognized by professional agencies and superiors. That is intermediate prosecutor Pham Thi Hoan, Head of Department 9, People's Procuracy (VKSND) of Thanh Hoa province.

As the Head of the Department, Secretary of the Party Cell of the Civil Case Resolution Prosecution Department, she always strictly complies with the management, direction and assignment of tasks of the Director, coordinates with the leaders of the Institute and related departments and units to focus on improving the effectiveness of the prosecution work; at the same time, closely follows the work instructions, guidance documents of the industry, and professional indicators to propose appropriate and effective leadership and direction methods. In 2 years alone (2024-2025), she directed the prosecution unit to resolve 1,353 cases according to first-instance procedures; of which 1,232 cases were resolved; directed the prosecution to resolve 412 cases according to appeal procedures; resolved 401 cases; directed prosecutors to participate in court sessions and meetings of 1,180/1,180 cases, reaching a rate of 100%...

Along with that, she always focuses on directing and providing professional guidance to prosecutors in performing the task of prosecuting judgments and decisions of district-level courts (now regional-level). At the same time, she assigns monitoring of each area to each prosecutor to ensure continuous and unified monitoring of each area. Accordingly, prosecutors have been assigned to carefully study the judgments and decisions of the area they are in charge of, compare them with each content and law to detect violations, conduct collective discussions when there are problems, and resolutely issue protests and recommendations when violations are detected.

In the work of improving the quality of recommendations, in 2 years (2024-2025), prosecutor Pham Thi Hoan advised the institute's leaders to issue 18 recommendations, of which 8 recommendations required the court to remedy violations, 10 recommendations to prevent violations of the law (exceeding 8 recommendations). Typically, there is 1 recommendation to the Chairman of the Provincial People's Committee to remedy and prevent violations of land law and civil procedure; 1 recommendation to the People's Committee of Yen Dinh district (old) for violations in providing documents and evidence to the court; 1 recommendation to the court to remedy the situation of annulling or amending judgments with subjective errors by the court of first instance... All recommendations were accepted and absorbed (exceeding 10%).

Along with that, she advised the leaders of the Provincial People's Procuracy to issue a plan to strengthen the review of temporarily suspended civil cases and issues a document requesting the Provincial People's Court to transfer the files of temporarily suspended civil cases to the Provincial People's Procuracy to carry out the inspection work according to the provisions of law, ensuring that there is no situation of prolonged suspension of cases without proper grounds, and requesting the Provincial People's Court to continue handling the cases when the reason for temporary suspension no longer exists. She herself also directly participated in developing a detailed explanatory outline of the topic, synthesizing documents, and developing the content of the grassroots scientific topic on "Prosecuting the settlement of civil, marriage and family cases and matters in Thanh Hoa province - Current situation and solutions".

In addition, prosecutor Pham Thi Hoan directed the unit to strengthen coordination with the Provincial People's Court to speed up the settlement of civil, marriage and family cases according to first-instance procedures. Review all cases that are temporarily suspended to decide to continue settlement, so far there is no prolonged suspension. The total number of first-instance civil cases that Department 9, Provincial People's Procuracy is continuing to prosecute and settle (as of July 1, 2025) is 442 cases, of which 331 cases have been settled, reaching 74.8%; the remaining 111 cases are in the process of being settled.

In addition, in response to the Party and State's policy on restructuring and streamlining the apparatus, on the basis of Resolution No. 225/2025/QH15 dated June 17, 2025 of the National Assembly on the implementation of the Law amending and supplementing a number of articles of the Law on Organization of People's Courts, the Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies, the Civil Procedure Code and other relevant laws, Prosecutor Pham Thi Hoan has chaired and advised the Institute's leadership to coordinate with the People's Court of Thanh Hoa province to amend and supplement the Coordination Regulation No. 01/QCPH-VKS-TA dated February 16, 2022 between the two units in the settlement of civil, family, administrative, commercial and labor cases and matters and other matters as prescribed by law to meet new requirements on the organization and tasks of each agency in the context that a number of units have been merged, consolidated or reduced in organizational units.

With her achievements and contributions to the industry, prosecutor Pham Thi Hoan is a typical example for other prosecutors and officials to learn from and follow, contributing to the development and strength of the Provincial People's Procuracy.
