Localities and units should deploy measures to prevent and combat storms at sea, on islands, in coastal areas and on land as soon as possible; in which, they should pay attention to proactively reinforcing to ensure the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; supporting people to harvest agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.
At the same time, review plans, forces, and means to be ready to organize and deploy support to evacuate and relocate people in unsafe areas before the storm directly affects them and deploy response, rescue, and relief when bad situations occur.
The Chairman of the People's Committee of Thanh Hoa province requested coastal localities to urgently review and count all ships and vehicles operating at sea and along the coast; by all means, inform ship owners and captains of ships and vehicles still operating at sea about the developments and forecast of the storm's movement, and guide them to move away from and not enter areas at risk of being affected by the storm. From there, call on and guide ships and vehicles to safe shelters and guide and support the implementation of necessary measures to ensure the safety of ships at anchorage.
The Chairman of the Thanh Hoa Provincial People's Committee also assigned the leaders of the Department of Construction to direct departments, offices, affiliated units and road management units to arrange machinery, equipment, materials and human resources in key areas to promptly handle traffic jams (fallen trees, landslides, silting, flooding, etc.) to ensure traffic clearance as soon as possible; organize the dredging of sewers and ditches to ensure drainage.
At the same time, coordinate with the functional forces of communes and wards in the province to organize on-duty, traffic flow, assign guards, install barriers, barricades, warning signs at locations where roads are flooded, underground overflows, landslides and traffic jams, etc., resolutely not allowing people and vehicles to pass through when safety is not guaranteed.

At 1 p.m. on September 22, the center of super typhoon Ragasa was at about 19.4 degrees North latitude; 121.7 degrees East longitude, about 140 km north of Luzon Island (Philippines). The strongest wind near the center of the super typhoon is level 17 (202-221 km/h), gusting above level 17, moving in the West Northwest direction at a speed of 20-25 km/h.
It is likely that Ragasa storm will directly affect the mainland provinces of the North and North Central regions.
