On June 30th, the Ho Chi Minh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee held a ceremony to announce the Resolutions and Decisions of the Central and local authorities on the merger of provincial and commune-level administrative units, the termination of district-level administrative unit operations, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones.

The ceremony was attended by comrades: General Secretary To Lam; Nguyen Minh Triet, former member of the Politburo and former President; Nguyen Van Nen, member of the Politburo and Secretary of the Ho Chi Minh City Party Committee; and Nguyen Thien Nhan, former member of the Politburo and former Secretary of the Ho Chi Minh City Party Committee.
Also attending the announcement ceremony were members of the Central Committee of the Party, former members of the Central Committee of the Party; leaders and former leaders of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province; Secretaries of subordinate Party committees and Secretaries of Party committees at the commune, ward, and special zone levels...
At the ceremony, Comrade Nguyen Quang Duong, Member of the Central Committee of the Party and Deputy Head of the Central Organization Department, announced the resolutions and decisions of the Central Committee on the merger of provincial-level administrative units, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and the Vietnam Fatherland Front Committee of Ho Chi Minh City.

Accordingly, Resolution No. 202/2025/QH15 of the National Assembly on the rearrangement of provincial-level administrative units was announced: the entire natural area and population of Ho Chi Minh City, Ba Ria - Vung Tau province, and Binh Duong province will be merged into a new city named Ho Chi Minh City.
After reorganization, Ho Chi Minh City has a natural area of 6,772.59 km² and a population of over 14 million people. Ho Chi Minh City borders the provinces of Dong Nai, Dong Thap, Lam Dong, Tay Ninh, and the East Sea.
Resolution No. 1685/NQ-UBTVQH15 of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Ho Chi Minh City in 2025. Accordingly, the (new) Ho Chi Minh City will have 168 wards, communes, and special zones.
Ho Chi Minh City, along with the rest of the country, is entering a historic moment, undergoing powerful transformations. All resources are being mobilized, and the city continues to be a hub of convergence and dissemination, welcoming a new era – an era of progress – an era of great aspirations.
The new vision for Ho Chi Minh City is to become an "international megacity" - a smart, green, and innovative city, exemplary not only in its economic strength but also in its richness of culture, art, sports, entertainment, and modern, dynamic lifestyle.
The (new) Ho Chi Minh City will be a regional-scale center for finance, services, trade, logistics, high-tech industries, and coastal tourism; with a development orientation based on digital technology, a green economy, environmental sustainability, a harmonious, cohesive, and open society, embodying advanced values from Asia and the world; striving to be an attractive place that attracts domestic and international talent and entrepreneurs, a hub for the startup and innovation community, and a breeding ground for advanced trends and models.
Ho Chi Minh City (new) should not only be the economic engine of the nation but also a modern city with influence within the global network of cities.
