China's National Meteorological Center said Typhoon Kajiki strengthened as it moved west over the sea with maximum winds of up to 162 km/h.
Rainfall of 25 to 40 centimeters is forecast to hit southern areas of Hainan Island, including Sanya.
Hainan has taken a number of measures to prepare for Typhoon Kajiki, amid concerns it could be the strongest storm to hit the region in 40 years.
As Typhoon Kajiki approaches, Hainan province has raised its emergency response level to the highest level.
It is reported that the Sanya city government has evacuated 31,843 people from high-risk areas to safety by 3 p.m. on August 24. Temporary shelters have been set up at some local facilities such as elementary schools to accommodate the affected people.
More than 2,800 rescuers are on standby with necessary vehicles and equipment, said Hainan Provincial Emergency Management Department deputy director, adding that all 30,769 local fishing vessels have returned to port or been safely secured, with more than 21,000 crew members moved ashore.
People are advised to avoid unnecessary travel, stay away from low-lying areas, temporary structures and the coast, and be alert for potential geological hazards.
