Comprehensive inspection of mini apartment construction management activities

On October 22, 2023, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 991/CD-TTg to the Ministers of the Ministries of Public Security, Industry and Trade, Construction, Information and Communications; Chairmen of People's Committees of provinces and centrally run cities on strengthening the management of construction order and fire prevention and fighting for multi-storey, multi-apartment individual houses, ensuring safety, protecting property, health and lives of the people.

Accordingly, the Prime Minister assigned the Ministry of Construction to conduct a comprehensive inspection of the management of construction of multi-storey, multi-apartment single-family houses; promptly detect and strictly handle violations by organizations and individuals in accordance with the provisions of law; and report to the Prime Minister on the implementation results in December 2023.

Pursuant to the Prime Minister 's Official Dispatch dated October 23, 2023, the Minister of Construction directed the Ministry's Inspectorate to preside over the development of a plan and guide localities to conduct a comprehensive inspection of the management of construction of multi-storey, multi-apartment individual houses.

Specifically, the Minister assigned the Ministry Inspectorate to conduct inspections in a number of localities with a concentration of individual housing projects, high-rise buildings, accommodation facilities and other types of multi-apartment housing, and rental facilities in industrial parks with high population density such as Hanoi, Ho Chi Minh City and Binh Duong province.

For the remaining provinces and cities, the Ministry of Construction has issued a document requesting the People's Committees of provinces and cities to direct their affiliated functional agencies to conduct inspections (according to the guidance outline of the Ministry Inspectorate) and report the implementation results to the Ministry in December 2023 for synthesis and reporting to the Prime Minister.

Previously, on September 29, 2023, the Minister of Construction also issued Decision No. 1029/QD-BXD on promulgating the Plan to organize the implementation of Official Dispatch No. 825/CD-TTg dated September 15, 2023 of the Prime Minister on implementing the direction of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting work.

Implementing the Minister's direction, on October 24, 2023, the Ministry of Construction Inspectorate established inspection teams for the management of construction of multi-storey, multi-apartment individual houses in Hanoi, Ho Chi Minh City and Binh Duong province.

In addition to the purpose of timely detecting and strictly handling violations by organizations and individuals in accordance with the provisions of law (if any), the comprehensive inspection is also the basis for the Ministry of Construction to review and evaluate legal regulations on construction and management of individual houses, multi-storey houses, multi-apartment houses, and high-density rental accommodation facilities. From there, the Ministry will study, amend, supplement, and perfect them in accordance with current reality.
