In the context of many economic fluctuations, the business community plays a pivotal role in the economic development of the province. Resolutely removing difficulties and accompanying businesses, the province has directed local departments and branches to deploy and implement synchronous solutions, remove obstacles for production, business and investment activities of enterprises, contributing to unlocking resources, creating momentum to promote double-digit economic growth by 2025.
By the end of April 2025, the province had granted registration certificates to 16 DDI projects with a total registered capital of over VND 1,841 billion, an increase of 33.33% in the number of projects over the same period and reaching 61.38% of the annual plan; at the same time, it granted certificates to 27 FDI projects with a total registered capital of over USD 163 million.
The number of newly established enterprises recorded a positive change, with 547 newly registered enterprises, total registered capital of nearly 3,380 billion VND, creating jobs and stable income for more than 4,300 workers. Thanks to that, the province's budget revenue in the first 4 months of the year reached 11.14 trillion VND, up 15.34% over the same period last year.
To achieve that result, from the beginning of the year, the province organized a conference to meet with businesses and investors to listen to and record their sharing and reflection on difficulties in the process of researching, investing and implementing projects in the province.
At the same time, many documents were issued to direct departments, branches, sectors and People's Committees of districts and cities to coordinate in researching, guiding and taking specific actions such as working with enterprises on land allocation to secondary investors in industrial parks (IPs), guiding the handling of State-managed land in projects; resolving problems related to waste treatment plants, social housing, adjusting investment projects; providing legal support for enterprises... Thereby clearly demonstrating the viewpoints and actions in removing bottlenecks and unblocking resources of the government.
Since the beginning of the year, the Provincial Investment Promotion and Enterprise Support Center has made many efforts in grasping the operational situation and difficulties and problems of enterprises, actively resolving and advising the Provincial People's Committee and the Chairman of the Provincial People's Committee on timely and effective solutions.
At the same time, the Provincial Investment Promotion and Enterprise Support Conference was held with the theme "Business Dialogue", thereby receiving feedback from 14 domestic and international enterprises. In particular, determining specific land prices to calculate land rents caused delays in completing financial procedures on land; unsynchronized land use planning and zoning planning also affected the progress of project implementation; infrastructure and public utilities in some areas were not completed, directly affecting the project's operational capacity... Along with that, advising the Provincial People's Committee to support and remove difficulties for 11 projects of investors.
The project of building an industrial paint factory and trading construction materials in Dai Dong socio-economic cluster (Vinh Tuong) is leased by Vidaco Company Limited for 49 years, with a total recovered area of 20,825 m2. Basically, households within the scope of the project have received compensation, site clearance (GPMB) and handed over land to the investor to build infrastructure to implement the project.
However, despite the company's repeated efforts to persuade, persuade, and negotiate, there are still 5 households that have not received compensation or handed over land to the company, with a total area of 1,453 square meters. Although the company has not been able to clear the remaining area, it still pays annual land rent according to regulations.
To solve this problem, the Provincial Investment Promotion and Enterprise Support Center advised the Provincial People's Committee to assign the Vinh Tuong District People's Committee to direct relevant departments and offices to coordinate with Vidaco Company Limited to continue to carry out compensation - project site clearance for the above households. At the same time, coordinate with functional forces to ensure security, order and social safety in the area during the project site clearance process.
Thoroughly implementing the spirit of "only discussing, not retreating" according to the direction of the Government and the Prime Minister, the Provincial People's Committee assigned the Provincial Investment Promotion and Enterprise Support Center to be the focal point to monitor, urge, synthesize and report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on difficulties and obstacles of enterprises and advise and propose support solutions. At the same time, coordinate to organize working sessions and dialogues between the leaders of the Provincial People's Committee and enterprises and investors on a monthly or ad hoc basis to promptly remove difficulties and obstacles for enterprises.
Departments, branches, sectors, People's Committees of districts and cities, based on their functions and tasks, actively accelerate the progress of compensation, site clearance, and resettlement support for projects. Promote administrative procedure reform, create a transparent investment and business environment; promote digital transformation, create the most favorable conditions for enterprises in the process of production and business activities. Strengthen cooperation activities in human resource training to improve the quality of human resources in the province, meeting the labor needs of enterprises...
With the determination of the provincial leaders and the coordinated efforts of the authorities, it is expected that the "bottlenecks" will gradually be cleared, creating the most favorable conditions for businesses to develop sustainably, contributing to the common prosperity of the province.
