Removing difficulties and obstacles of the Vietnam Fatherland Front and socio-political organizations when operating under the new model

Difficulties and obstacles of the Vietnam Fatherland Front and socio -political organizations in the operation process

The summary report on the implementation of the organizational arrangement, the operation and difficulties of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State at the provincial and communal levels during the implementation clearly stated that, regarding Party work, according to the guidance of the Central Organizing Committee, the Party Committee of the Provincial Vietnam Fatherland Front Committee was established and is directly under the Party Committee of the provincial Party agencies. This model has revealed some difficulties during the implementation process.

Due to the nature of the Vietnam Fatherland Front as a political alliance, voluntary union, and its activities are of profound political and social nature, it requires direct, comprehensive and regular leadership and direction from the Provincial Party Committee Standing Committee, especially for the important political tasks of the Vietnam Fatherland Front.

Regarding the organizational structure, at the provincial level, there is still no nationwide consensus on the assignment of staffing of the provincial-level Vietnam Fatherland Front Committee (staffing at the Office and Departments of the Vietnam Fatherland Front Committee).

Currently, some localities directly assign separate staffing to the provincial Vietnam Fatherland Front and provincial socio-political organizations, and do not assign general staffing to the provincial Vietnam Fatherland Front Committee (including staffing of provincial socio-political organizations). Therefore, the provincial Vietnam Fatherland Front Committee faces difficulties in developing the agency's working regulations, promulgating the functions and tasks of its affiliated committees and units; operating the agency's apparatus; managing and mobilizing staff between committees to perform tasks.

At the commune level, during the process of arrangement and merger, there is still a situation where due to the lack of consolidation and appropriate personnel arrangement in some member organizations at the commune level, the organizations cannot operate independently, causing limitations in organizing movement activities and coordination programs with the Vietnam Fatherland Front at the commune level of that locality.

After the merger, the number of cadres, civil servants and employees increased while the current headquarters infrastructure of the provincial-level Vietnam Fatherland Front Committees of many localities is still limited and cannot meet the demand for office space.

The specialized departments have to work in different offices, making it difficult to manage, coordinate and exchange professional knowledge. The equipment serving the work is still not uniform, some are degraded or damaged, affecting work efficiency.

In communes, wards and special economic zones, many units still face difficulties in terms of facilities and working conditions. Working offices are cramped and degraded; equipment for operations has not been fully invested in, is not uniform and is of poor quality.

For some specific units with large areas, scattered population, and difficult traffic conditions (especially mountainous communes and ethnic minority areas), grasping public opinion, people's aspirations and implementing grassroots movement activities faces many obstacles.

Listening and sharing with the difficulties and obstacles at the Conference, regarding the Party work, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha said that the activities of the Party Committee of the Vietnam Fatherland Front at the provincial level need to ensure the direct, comprehensive and regular leadership of the Standing Committee of the Provincial Party Committee and the City Party Committee.

"Regarding the recommendations on establishing a Party organization under the Provincial Party Committee Standing Committee, the Politburo will decide on this issue, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front will gather and reflect on it at meetings," said Vice President - General Secretary Nguyen Thi Thu Ha.

At the same time, the Central Committee of the Vietnam Fatherland Front will propose that the Central Organizing Committee advise the Secretariat to direct provincial and municipal Party Committees to study and supplement the Working Regulations of provincial and municipal Party Committees to allow the Party Committee of the Vietnam Fatherland Front Committee at the provincial level to directly report and submit some work contents to the Standing Committee of the Provincial and Municipal Party Committees.

Regarding the content that some provinces have not agreed on the assignment of staffing of the provincial Vietnam Fatherland Front Committee, Vice Chairwoman - General Secretary Nguyen Thi Thu Ha said that currently, the focal point for staffing and funding at the Central level is only one focal point, which is the Central Committee of the Vietnam Fatherland Front, not assigned to socio-political organizations. This is the basis for assigning a focal point to the provincial Front.

However, it is necessary to clarify the relative independence and subordination of socio-political organizations. The Central Government is currently drafting a number of documents on model regulations, working relationships, and some contents on finance and assets. In addition, many other contents are also in the process of drafting and are basically striving to be completed before August 20, 2025.

Sharing the difficulties that localities have reported regarding finance, assets and working conditions, Vice President - General Secretary Nguyen Thi Thu Ha suggested that local Fatherland Fronts need to synthesize and have official opinions with the Standing Committee of the Provincial Party Committee, City Party Committee, and local authorities to create favorable conditions for the Front and socio-political organizations to operate.

The Central Committee of the Vietnam Fatherland Front will join hands to support localities. Based on reports from provinces and cities, for disadvantaged communes and remote areas, the Central Government will have support solutions appropriate to the actual situation. At present, it will be support for digital transformation.

Vice President - General Secretary Nguyen Thi Thu Ha added that according to Directive No. 48-CT/TW of the Secretariat, the National Congress of the Vietnam Fatherland Front for the 2026-2031 term will be completed in May 2026; the National Congress of socio-political organizations will be completed in June 2026.

The Congress will approve the Charter. Therefore, the Organizing and Inspection Committee - Central Committee of the Vietnam Fatherland Front needs to guide the amendment of the Charter to suit the actual situation.

Regarding the problems related to the financial mechanism, Vice President - General Secretary Nguyen Thi Thu Ha said that according to Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the provincial and communal levels, the principle is clearly stated: Ensuring the leadership of the Party Committee; effectively organizing the implementation of the functions and tasks of the Vietnam Fatherland Front and socio-political organizations operating according to the Charter of each organization and relevant regulations of the Party and State, having their own seals and accounts, ensuring the principle that socio-political organizations operate directly under the Vietnam Fatherland Front, while promoting the effectiveness, proactiveness, and creativity of each organization.
