The Khanh Hoa-Buon Ma Thuot Expressway Construction Investment Project and the Ho Chi Minh Road Project, the eastern bypass of Buon Ma Thuot City (old) are two key traffic projects being invested in and constructed in Dak Lak province.
However, due to problems in site clearance, slow licensing of mining materials, waste dumps, and rainy season weather, etc., there has been a shortage of construction materials and no waste dumps, affecting construction progress.
The Khanh Hoa-Buon Ma Thuot Expressway Project Phase 1 has a total length of about 117.5 km, starting from the intersection of National Highway 26B and National Highway 1, Nam Van Phong Port area, Ninh Hoa town (old), Khanh Hoa province and ending at the intersection with Ho Chi Minh road, the eastern bypass of Buon Ma Thuot city (old), Dak Lak province. The project is divided into three component projects, of which component 3 has a length of about 48.5 km, with a total investment of 6,485 billion VND. The Khanh Hoa-Buon Ma Thuot Expressway Construction Project started on June 18, 2023. This is a national key project and is of special importance to Dak Lak province in particular and the Central Highlands region in general.
The Ho Chi Minh Road construction investment project, the eastern bypass of Buon Ma Thuot city (old), was approved by the Ministry of Transport (now the Ministry of Construction) in April 2020, and the feasibility study report was approved in September 2020, with a total route length of more than 39.6km, adjusted investment capital of more than VND 1,841 billion; invested by the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development.
The project is part of the Ho Chi Minh Road planning, playing a very important role in completing the transport network, contributing to promoting socio-economic development, and strengthening national defense and security in the Central Highlands region. In July 2025, a working delegation led by two Vice Chairmen of the Dak Lak Provincial People's Committee, Truong Cong Thai and Dao My, inspected the two projects on site.
At the Khanh Hoa-Buon Ma Thuot expressway project, Mr. Dang Tho Dan, Executive Director of Component 3, Management Board of Investment Projects for Construction of Traffic Works and Rural Development of Dak Lak Province, said: Component 3 is still stuck when three households in Vu Bon Commune have not yet had their compensation and site clearance support plans approved; some households in Tan Tien Commune and Krong Pac Commune have not yet agreed to hand over the site.
At the intersection of Provincial Road 10 and branch 2 of CT02 intersection, Mr. Thai Van Phi, Project Executive Director of Trung Nam Construction and Installation Joint Stock Company, said that this area is currently facing additional land and discharge gates, causing construction to be delayed... Regarding the construction situation, the project has three construction and installation packages, with the total value of implementation reaching more than VND 2,447 billion, equivalent to 58.05% of the contract value, 27.96% slower than planned. According to Mr. Dang Tho Dan, the reason is that the rain appeared earlier than in previous years, greatly affecting the construction work of contractors. Along with that, the licensing of mining quarries, sand quarries, waste dumps... is slow, leading to a shortage of construction materials and a lack of waste dumping sites. In addition, some contractors have not mobilized the maximum amount of machinery, equipment and human resources...
For the Ho Chi Minh Road Project, the eastern bypass of Buon Ma Thuot City (old), the site clearance work on the main route has reached 99.71%, currently 0.113 km (equivalent to 0.35 ha) of the section passing through Cuor Dang Commune has not been completed. In addition, the drainage system at the No. 2 canal at Km13+203.5 is also stuck for about 120 m because two households have not yet handed over the site.
Recently, the Ministry of Construction and the Provincial Party Committee and People's Committee of Dak Lak province have issued many documents urging local authorities to speed up site clearance to hand over to the construction unit. However, up to now, site clearance work is still facing difficulties. Regarding construction progress, the project has achieved a volume of more than 835.4 billion VND, equivalent to 84.8% of the work volume.
Vice Chairman of the Dak Lak Provincial People's Committee Truong Cong Thai requested the Provincial Land Fund Development Center to coordinate with commune-level authorities to speed up site clearance in areas with problems, especially at intersections and residential roads. For the additional 10 hectares of four communes in Krong Pac district (old), the Provincial Land Fund Development Center will coordinate with the People's Committees of the communes to deploy and resolve the issue by July 2025 to speed up the construction progress of Component Project 3 of the Khanh Hoa-Buon Ma Thuot Expressway Project.
Regarding the site clearance problem of the Ho Chi Minh Road Project, the eastern bypass of Buon Ma Thuot City, through Cuor Dang Commune, the Provincial Land Fund Development Center needs to coordinate with the People's Committee of Cuor Dang Commune to promptly establish and submit for approval compensation and support plans when the State reclaims land for projects from the remaining households, in order to create a legal basis for quick and fair compensation payments. After receiving the site, the investor must direct the contractor to mobilize maximum machinery, equipment, and human resources to organize simultaneous construction teams, speeding up the project progress as committed...
