There are still many difficulties.

In fact, in many grassroots party organizations in enterprises, especially foreign-invested enterprises or large-scale private enterprises, developing new party members is still a difficult problem. The Party cell at Scavi Hue Company was established on February 3, 2023, with 12 initial party members. However, after more than two and a half years, the cell has only recruited one more party member, even though the enterprise has thousands of employees.

The main reason comes from the nature of shift-based production; the Party Committee team all concurrently holds professional jobs, so the time available for discovering, nurturing, and helping outstanding people is limited.

Mr. Tran Cong Phuong, Head of the Party Building Committee of Phong Dien Ward, shared: “At Scavi Company, although there is a specific plan, due to the nature of continuous production, organizing activities and monitoring the masses is very difficult. Every year there is a target for developing new party members, but many times it is not achieved. After a long time, the ward is currently evaluating the profile of a case that has just been introduced by the company. That shows that, to develop the Party in enterprises, in addition to political determination, it also requires a flexible organizational model and close cooperation between enterprises and localities.”

Not only the textile sector, many tourism and service enterprises in the city also face the same situation. The workforce is young and dynamic, but afraid of political activities; meanwhile, many business owners do not fully understand the role and significance of the Party organization for the sustainable development of the enterprise.

At Century Hotel, the hotel used to have a Party cell, but since July 1, 2025, it has been dissolved, and the Party members have moved their activities to their place of residence. Frankly, the Party organization at the unit has not really played its role as a political nucleus. Some older Party members have quit their jobs, while young workers have not yet clearly understood the benefits and responsibilities of joining the Party, so they are still hesitant when being introduced for consideration and admission.

In Chan May - Lang Co, although there has been a plan and goal to form a Party organization for many years, up to now it has not been possible to establish a Party cell in the enterprises in this economic zone.

Highlights of Phu Bai

Amidst that “dark” picture, Phu Bai ward, which has an industrial park with more than 25,000 workers, stands out as a notable bright spot in the development of Party organizations in enterprises. Currently, Phu Bai ward Party Committee has 9 affiliated Party organizations in enterprises with nearly 200 Party members; in which, Phu Bai Fiber Joint Stock Company, Phu Hoa An Textile Joint Stock Company... are typical examples, developing the Party in parallel with production and business (SXKD), creating stable jobs for thousands of workers.

Mr. Le Hong Long, Director of Phu Hoa An Textile Joint Stock Company, shared: “We always identify that the Party organization in the enterprise is a spiritual support for the workers. When the Party cell is strong, labor relations are harmonious, the emulation movement and corporate culture spread positively. Thanks to that, over the years, the company has always completed its production and business plans well and exceeded the target of developing new party members.”

In early October, the Party Cell of Residential Group 10 (Phu Bai Ward) also held a ceremony to admit new Party members to Mr. Vo Khac Tinh, owner of a private enterprise in the area.

From the practical work at the grassroots level, Mr. Nguyen Van Trai, Head of the Party Building Committee of Phu Bai Ward, drew experience: "Party development in private enterprises must first make business owners understand that having a Party organization is an additional support force, not a burden. When the owner realizes that, even directly working as a Party cell secretary, they will see that the Party organization helps production and business activities to be more systematic and disciplined, and workers have a forum to share their thoughts and aspirations, thereby creating consensus and long-term attachment."

Not only focusing on propaganda and mobilization work, in recent times, the Phu Bai Ward Party Committee has also encouraged Party cells in enterprises to operate flexibly, in accordance with production characteristics, and can be organized in shifts or online. Some units have initially tested the "Electronic Party Cell" model, managing Party members, updating records and holding regular activities via software, a new step, linking Party building work with the digital transformation process in enterprises.

Secretary of Phu Bai Ward Party Committee, Mr. Le Van Cuong said: To strengthen the "bridge" between the Ward Party Committee and Party organizations in enterprises, the ward maintains regular dialogues between Party committees, authorities and enterprises, to remove difficulties in production and business; at the same time, mobilize businessmen to create conditions for Party members to study and work. The Ward Party Committee also builds the model "Party members - Pioneering businessmen", aiming at a team of businessmen with good management capacity, strong political qualities, contributing to shaping corporate culture and social responsibility. Along with that are practical models such as "Green enterprise - Happy worker", "Four good party cells", to spread the image of dynamic, creative party members, attached to enterprises, accompanying workers and the development of the locality.
