There are still many difficulties.
In reality, in many Party branches within enterprises, especially those with foreign investment or large-scale private enterprises, developing new Party members remains a difficult challenge. The Party branch at Scavi Hue Company was established on February 3, 2023, with 12 initial members. However, after more than two and a half years, the branch has only admitted one new member, despite the company having thousands of employees.
The main reasons stem from the shift-based production system; the Party committee members also hold other professional positions, thus limiting the time available for identifying, nurturing, and assisting outstanding individuals.
Mr. Tran Cong Phuong, Head of the Party Building Committee of Phong Dien Ward, shared: “At Scavi Company, despite having a specific plan, due to the nature of continuous production, organizing activities and monitoring the masses is very difficult. Each year there is a target for developing new Party members, but often it is not met. After a long time, the ward is currently only reviewing the application of one case recently introduced by the company. This shows that, to develop the Party in enterprises, in addition to political determination, a flexible organizational model and close cooperation between enterprises and the locality are also needed.”
Not only in the textile and garment sector, but many tourism and service businesses in the city also face a similar situation. The workforce is young and dynamic, but hesitant to participate in political activities; meanwhile, many business owners have not fully understood the role and significance of the Party organization for the sustainable development of their businesses.
At Century Hotel, there used to be a Party cell, but it was dissolved on July 1, 2025, and the Party members transferred their membership to their places of residence. Frankly, the Party organization at the unit did not fully fulfill its role as a political nucleus. Some older Party members retired, while younger employees were not yet fully aware of the benefits and responsibilities of joining the Party, and therefore were hesitant when considered for membership.
In Chan May - Lang Co, despite having planned and aimed to establish Party organizations for many years, it has yet to be possible to set up Party branches within the enterprises in this economic zone.
Phu Bai is a bright spot.
Amidst a landscape still dominated by somber colors, Phu Bai ward, home to an industrial zone with over 25,000 workers, stands out as a noteworthy bright spot in the development of Party organizations within enterprises. Currently, the Phu Bai ward Party Committee has 9 affiliated Party organizations in enterprises with nearly 200 Party members; among them, Phu Bai Yarn Joint Stock Company and Phu Hoa An Textile and Garment Joint Stock Company are exemplary models, developing the Party alongside production and business activities, creating stable jobs for thousands of workers.
Mr. Le Hong Long, Director of Phu Hoa An Textile and Garment Joint Stock Company, shared: “We always recognize that the Party organization within the enterprise is a spiritual support for the workers. When the Party branch is strong, labor relations are harmonious, and the emulation movement and corporate culture spread positively. Thanks to this, in recent years, the company has always successfully completed its production and business plan and exceeded the target for developing new Party members.”
In early October, the Party Cell of Residential Area 10 (Phu Bai Ward) also held a ceremony to admit Mr. Vo Khac Tinh, the owner of a private enterprise in the area, as a new Party member.
Based on practical experience at the grassroots level, Mr. Nguyen Van Trai, Head of the Party Building Committee of Phu Bai Ward, drew the following conclusion: “Developing the Party in private enterprises must first make the business owners understand that having a Party organization is an additional support force, not a burden. When the owner realizes this, and even directly serves as the Party branch secretary, they will see that the Party organization helps to make production and business activities more systematic and disciplined, and provides a forum for employees to share their thoughts and aspirations, thereby creating consensus and long-term commitment.”
In addition to focusing on propaganda and mobilization, the Phu Bai Ward Party Committee has also encouraged Party branches within enterprises to hold flexible meetings, adapting to the specific characteristics of production, which can be organized in shifts or online. Some units have initially experimented with the "Electronic Party Branch" model, managing Party members, updating records, and holding regular meetings through software – a new step linking Party building work with the digital transformation process in enterprises.
According to Mr. Le Van Cuong, Secretary of the Phu Bai Ward Party Committee: To strengthen the "bridge" between the Ward Party Committee and Party organizations in businesses, the ward maintains regular dialogues between the Party Committee, the government, and businesses to resolve difficulties in production and business; at the same time, it encourages business owners to create conditions for Party members to study and participate in activities. The Ward Party Committee also built the "Party Member - Pioneering Businessman" model, aiming for a team of business owners with excellent management capabilities and strong political qualities, contributing to shaping corporate culture and social responsibility. Alongside this are practical models such as "Green Enterprise - Happy Workers" and "Four Good Party Branches," aiming to spread the image of dynamic, creative Party members who are committed to businesses, accompanying workers, and contributing to the development of the locality.
