The government has just issued a decree amending and supplementing several articles of Decree 81/2021 regulating the mechanism for collecting and managing tuition fees for educational institutions within the national education system and policies on tuition fee exemption and reduction, support for learning costs; and service prices in the field of education (Decree 97).
Starting from the 2023-2024 academic year, tuition fees at public universities will increase after remaining stable for three years.
Tuition fees for the 2022-2023 academic year: Reduced compared to the rates stipulated in Decree 81.
According to Decree 97, the tuition fee ceiling for the 2021-2022 and 2022-2023 academic years for public higher education institutions will be the same as that of the 2020-2021 academic year.
In particular, non-autonomous schools charge between 980,000 and 1,430,000 VND per month depending on the field of study (equivalent to 9.8-14.3 million VND per 10-month academic year).
Schools are self-sufficient in covering both recurrent and investment expenses, with fees ranging from 2,050,000 VND to 5,050,000 VND per month (equivalent to 20.5 to 50.5 million VND per year).
According to Decree 81, tuition fees for the 2022-2023 academic year for non-autonomous universities ranged from 12 to 24.5 million VND/year; autonomous universities charged 2 to 2.5 times that amount. Decree 97 adjusted the tuition fee framework by one year compared to Decree 81, starting from the 2022-2023 academic year, so tuition fees for this year did not increase compared to the previous two years. This means that the tuition fees stipulated in Decree 91 for the 2022-2023 academic year are lower than those stipulated in Decree 81. Tuition fees for public universities will remain stable for three consecutive academic years from 2020-2021 to 2022-2023.
Schools without autonomy: From the 2023-2024 school year, the maximum increase will be 10.2 million VND.
Tuition fees at public universities will begin to increase from the 2023-2024 academic year according to a new decree.
However, the new decree adjusts the tuition fee schedule for public higher education by one year compared to the regulations in Decree 81, so the tuition fee for the 2023-2024 academic year will increase compared to the 2022-2023 academic year, but the increase will be lower than the schedule stipulated in Decree 81.
Specifically, for public universities that are not yet self-sufficient in covering their operating expenses (universities that are not yet autonomous), the tuition fee ceiling for the 2023-2024 academic year ranges from 1.2 million VND to 2.45 million VND per month (equivalent to 12-24.5 million VND per 10-month academic year). This means that compared to the previous academic year, tuition fees for this year have increased by 2.2-10.2 million VND depending on the field of study.
Tuition fees will continue to increase in the following academic years for schools that have not yet achieved autonomy. In the 2024-2025 academic year, the arts sector will have the lowest fee at 13.5 million VND/year (an increase of 1.5 million VND compared to the previous academic year). Two other sectors will have the same fee of 14.1 million VND/year: Sector I ( educational science and teacher training) and Sector III (business and management, law), both increasing by 1.6 million VND compared to the previous academic year.
Specifically, for Group VII (humanities, social and behavioral sciences, journalism and information, social services, tourism, hospitality, physical education and sports , transportation services, environment and environmental protection), the tuition fee increased sharply by 3 million VND compared to the 2023-2024 academic year, reaching 15 million VND per year.
Notably, the medical and pharmaceutical fields have the highest tuition fees among all university-level training programs. For the 2024-2025 academic year, tuition fees for this field will increase by 3.1 million VND, reaching 27.6 million VND per year; this will rise to 31.1 million VND and 35 million VND per year in the following two academic years.
The tuition fee schedule for each academic year applicable to non-autonomous public universities under Decree 97 is as follows:
Autonomous schools: Tuition fees will increase to a maximum of 87.5 million VND in the 2026-2027 academic year.
Tuition fees at autonomous public educational institutions will be divided into three levels, depending on the degree of autonomy of each school.
For public universities that are self-sufficient in covering their operating expenses , tuition fees are set at a maximum of twice the tuition fee ceiling for non-autonomous universities, corresponding to the field of study and academic year.
Specifically, for the 2023-2024 school year, tuition fees at these schools will be a maximum of 24-49 million VND/year (10 months). In subsequent school years, schools are allowed to collect fees ranging from 27 to 55.2 million VND/year (2024-2025); increasing to 30.4 to 62.2 million VND/year (2025-2026); and from 34.2 to 70 million VND/year (2026-2027).
Public universities that are self-sufficient in covering both recurrent and investment expenditures have tuition fees set at a maximum of 2.5 times the ceiling for non-autonomous universities, for each field of study and academic year.
Specifically, for the 2023-2024 school year, tuition fees at these schools will be a maximum of 30-61.25 million VND/year (10 months). In subsequent school years, schools are allowed to collect fees ranging from 33.75 to 69 million VND/year (2024-2025); increasing to 38 to 77.75 million VND/year (2025-2026); and from 42.75 to 87.5 million VND/year (2026-2027).
How are university tuition fees about to change?
For training programs that meet quality standards set by the Ministry of Education and Training, or international standards, or equivalent standards, the university is allowed to determine the tuition fee for that program based on the economic and technical standards issued by the university, and must publicly explain and justify this to students and society.
