Vietnam's hot rolled steel coil at risk of being investigated by the EC for anti-dumping
The European Commission (EC) has received a complete and valid dossier requesting an investigation to apply anti-dumping measures on hot-rolled coils of non-alloy or alloy steel imported from Vietnam.
Information from the Department of Trade Remedies, Ministry of Industry and Trade , on July 30, 2024, this agency received information that the European Commission (EC) had received a complete and valid dossier requesting an investigation to apply anti-dumping measures on non-alloy or alloy hot-rolled steel coil products imported from Vietnam.
In case of initiating an investigation, the EC will send the relevant parties documents including the request, the decision to initiate the investigation and the investigation questionnaire.
The EC requested to provide a complete list of addresses, contact persons, and emails of steel exporters in the complaint, no later than August 5, 2024.
Before the above announcement, the Trade Defense Department recommended that enterprises exporting products subject to investigation monitor the case and have appropriate response plans.
Data from the Ministry of Industry and Trade shows that in 2023, the EU will investigate a new anti-dumping and anti-subsidy tax evasion case on cold-rolled stainless steel and continue to review the application of safeguard measures on some steel products.
Specifically, on August 14, 2023, the Ministry of Industry and Trade received information that the EU initiated two anti-dumping and anti-dumping tax investigations on cold-rolled stainless steel products from Vietnam, Taiwan - China and Turkey.
In this case, most of the large enterprises have fully cooperated. The Ministry of Industry and Trade also cooperated in providing information and data on time as requested by the EU. The case is under investigation.
At the same time, the Safeguards Committee of the World Trade Organization (WTO) announced that the EU has extended its safeguard measures for another year (effective from July 1, 2023 to June 30, 2024). Vietnam is subject to common quotas with other countries on a quarterly basis for some steel products.

The EU may then conduct a review to further extend the safeguard measure for up to two years or terminate it.
