Pilot model of real estate and land use rights transaction center established by the State

On September 29, the Ministry of Construction held an online meeting to comment on the Government's Resolution on piloting the model of a real estate and land use rights transaction center established by the State.

The Draft Resolution has 4 chapters and 16 articles specifying the functions, tasks and powers of the Real Estate Transaction Center and Land Use Rights Transaction Center established by the State. The Transaction Center is a public service unit under the Provincial People's Committee, operates independently, has its own seal to perform assigned tasks and powers, is subject to the direction and management of the organization and operation of the Provincial/City People's Committee and the professional guidance of the relevant competent State agencies.

The Center is a place where people and businesses can carry out procedures for real estate transactions ; land use rights in an electronic environment. Regarding operations, the Center operates under a one-stop administrative model, with specific procedures in real estate transactions managed and implemented by the sectors according to current regulations... The scope and application period will be piloted for 2 years from 2026 to 2027.

The real estate market in Tuyen Quang province has had many positive changes in recent years. A number of housing development projects and residential area projects have been planned and built to meet the needs of the people. However, real estate business activities in the province are still organized auctions of land use rights and individual real estate transactions of the people, leading to shortcomings and limitations.

Commenting on the Resolution, delegates and experts agreed and highly agreed with the draft Resolution. This pilot not only aims at better management but is also an effective solution to limit speculation, "price inflation" and "virtual fever" in the market, protect the legitimate rights of home and land buyers, and prevent tax losses for the State...

Delegates also said that the Ministry of Construction should consult with the Government to consider and establish a pilot project in some provinces with high real estate transaction volume before implementing it simultaneously in 34 provinces and cities to gain experience in the operation process.

It is expected that after fully absorbing all comments, the Ministry of Construction will complete the draft and submit it to the Government for issuance of a Resolution, officially paving the way for piloting this important model as soon as possible.
