Responding to Storm No. 10: Ministry of Construction deploys a series of urgent tasks as the storm moves quickly

In the context of storm No. 10 (BUALOI) forecast to move very fast (nearly twice the average speed), with strong storm intensity and wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding, the Ministry of Construction has just continued to issue an Official Dispatch requesting agencies and units to focus on implementing storm response work.

The telegram clearly stated: Heads of agencies and units closely monitor the storm's developments, continue to implement the Ministry of Construction 's telegram No. 66/CD-BXD dated September 26, 2025 on focusing on proactively responding to storm No. 10; must not be negligent or subjective, organize monitoring, update, grasp the situation, proactively and promptly direct and deploy measures to respond to storm No. 10 according to their functions, tasks and authority with the most drastic spirit, proactively respond at the highest level, do not be passive or surprised in any situation, put the goal of ensuring the safety of people's lives above all, minimize damage to people's and State's property. Be responsible to the Minister if there is a lack of responsibility in advising, leading and directing, causing damage to people's lives and property due to subjective factors.

Based on the specific situation and developments of the storm, the specialized management departments will organize working groups to inspect, urge and coordinate with localities to direct response work in areas directly affected by storm No. 10 and the rain and floods after the storm. In particular, special attention will be paid to ensuring safety for transportation activities at sea and along the coast; safety of road, sea, waterway, rail and air traffic.

The Ministry of Construction requested the Vietnam Maritime Administration and Waterways to direct its subordinate units, management and maintenance units to regularly monitor flood warning information on rivers, flood discharge notices from the local Civil Defense Command, have plans to ensure safety or recall buoys and signals; review and request watercraft not to anchor near river crossing structures; regularly monitor and grasp the situation; if a drifting vehicle is detected, promptly notify the competent authorities for handling.

At the same time, direct the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where storm No. 10 is forecast to directly affect, to be ready to coordinate with functional forces to deploy rescue work when a situation occurs.

The Vietnam Road Administration and the Vietnam Railway Administration direct road and railway management and maintenance units to urgently review and prepare sufficient spare materials, arrange vehicles, machinery, equipment and human resources in vulnerable locations and areas (frequently affected by landslides and flooding) to proactively overcome and ensure traffic in the fastest time, especially on national highways and vital railway lines in areas affected by storms and post-storm rain and floods.

The Department of Construction of localities in the area affected by storm No. 10, within the scope of management, directs the work of ensuring absolute safety for civil works, construction activities, and ensuring smooth and safe traffic during the time of direct storm impact.

Agencies and units are responsible for assigning specific tasks to each member participating in on-duty (clearly stating contact phone number); organizing 24/7 on-duty and promptly reporting to the Ministry of Construction's Civil Defense Command on any unexpected or arising issues according to regulations.
