Specifically, at around 12:20 p.m. on September 28, Van Don Special Zone Medical Center received information about a patient on Quan Lan Island diagnosed with acute appendicitis, needing to be urgently transferred to the mainland for surgery.

Immediately after receiving the news, Mr. Pham Quoc Viet - Head of the Administrative Organization Department and the rescue team urgently mobilized a specialized boat from Cai Rong Port to Quan Lan Island, about 40 km away by water.

The time of the move coincided with the impact of storm No. 10 (Bualoi) operating in the Quang Ninh sea area, with strong gusts of wind, heavy rain, high waves, and rough seas. After nearly 2 hours of overcoming the waves, the rescue boat approached Quan Lan Island but had difficulty docking.

Faced with the emergency, the unit urgently requested the Provincial Border Guard to coordinate and mobilize military vessels to ensure safe docking and quick access to the patient. The urgency and readiness of the Border Guard to rescue at sea, along with the close coordination between local authorities, border guards and medical staff, helped the mission to be deployed safely and effectively.

Chairman of the People's Committee of Van Don Special Economic Zone Vu Duc Huong closely directed and managed the rescue coordination work, creating unity and synchronization in implementing the plans.
