Controlling the real estate market

In the Government's report at the opening session of the 9th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh set the target of GDP growth of 8% or more in 2025, the size of the economy reaching over 500 billion USD and the target of double-digit GDP growth in the period 2026-2030. According to the report of the General Statistics Office, the average contribution of the Construction and Real Estate (RE) industry to the country's total GDP in the period 2021-2025 is about 12-25%.

Since the beginning of the year, the Government has directed ministries, branches and localities to deploy many solutions and mechanisms, removing many "bottlenecks" of the real estate market, especially clearing up "shelved" projects that have been stagnant for decades and starting construction of hundreds of real estate and social housing projects, increasing supply to the market, contributing to promoting GDP growth to reach the double-digit target as set.

Regarding this issue, Ms. Tong Thi Hanh, Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said: Recently, the Department has been focusing on advising the Ministry to develop policies to increase and balance housing supply and demand and perfect the legal framework to control the real estate market, limit overlap with other laws related to the market of land, investment, finance, etc.

Thanks to that, the Ministry of Construction has coordinated with ministries, branches and localities to effectively implement the Laws on Housing, Land and Real Estate Business, gradually ensuring that the real estate market remains stable, healthy and effective. In 2026, the Ministry of Construction plans to amend and supplement the Law on Housing and the Law on Real Estate Business, focusing on the conditions for real estate transactions and real estate service business, especially the factors controlling the real estate market in accordance with the current local practices after the merger.

The Ministry of Construction will also submit to the Government a Resolution on piloting the construction of a State-managed real estate transaction center. Therein, it will strengthen management of the supply and transaction prices of real estate in the primary and secondary markets according to the time schedule and subjects of the pilot; at the same time, research and promulgate breakthrough and open mechanisms to attract resources to help the real estate market develop sustainably and transparently.

"The key to solving current real estate market problems is still institutional. The Ministry of Construction will identify the problems and solve them. If these problems are resolved, the real estate market will have stable and positive growth," said Ms. Tong Thi Hanh.

Soon to have a National Housing Fund and Real Estate Transaction Center

In addition to developing and implementing legal policies, the Ministry of Construction is focusing on completing the National Housing Fund Project and the State-managed Housing and Land Use Rights Transaction Center Project. These two projects are expected to have a strong impact on the real estate market, especially in resolving the shortage of construction land in the coming time.

Specifically, the Ministry of Construction is closely coordinating with the Ministry of Finance to vigorously implement the project of 1 million social housing units, with diverse forms such as sale, lease, and hire-purchase. Regarding the National Housing Fund, it is expected that there will only be a form of lease.

In fact, young workers in today's society always have a need for social housing, the requirement is to develop social housing, but must save land funds, and reserve them for the right subjects with real housing needs. If the social housing fund is focused on rental, it means that the housing fund will be used in rotation, creating conditions for young workers to rent houses until they can buy commercial housing. This promotes sustainable development of social security as directed by the Party and the State. If this policy is effectively implemented, it will both solve the problem of land funds for construction and solve the housing needs of the people.

The project of the Housing and Land Use Rights Transaction Center is also a correct policy of the Party and the State in the face of the daily fluctuations of the market. When controlling the supply and transactions of real estate, localities can determine which real estate segments need to be stimulated in the future, which segments need to be tightly controlled, ensuring the balance of supply and demand and the structure of real estate products, limiting the situation of rampant investment and construction that was previously "shelved". From there, promoting the transparent development of the real estate market.

According to Ms. Tong Thi Hanh, the Real Estate Transaction Center will integrate real estate information data, carry out focal processes, search for information, conduct transactions, issue certificates and identify each real estate. The Ministry of Construction is coordinating with the Ministry of Public Security and Viettel Group to build an information system on the real estate market to soon complete and operate.
