List of state secrets in the fields of organization, personnel, labor and society

On November 17, Prime Minister Pham Minh Chinh signed Decision No. 2500/QD-TTg promulgating the List of state secrets in the fields of organization, personnel, labor and society.

Accordingly, Top Secret State Secrets include documents on the preparation process, projects, and plans submitted to the Party Central Committee for consideration and election of personnel for Politburo members such as General Secretary, President, Prime Minister, National Assembly Chairman, and Standing Secretariat members that have not been made public.

Top Secret state secrets include:

1. Information and documents on organizational structure

a) Project on the organizational structure of the Government according to the National Assembly term when not yet approved by the National Assembly.

b) Projects to establish new, merge, consolidate, divide, separate, or dissolve ministries and ministerial-level agencies without being approved by the National Assembly.

2. Information and documents on cadres, civil servants, public employees and armed forces

a) Documents on building and managing the staff under the management of the Politburo and Secretariat have not been made public.

b) Documents on policies, reports, requests for opinions, comments, assessments, and submissions on the election, appointment, transfer, rotation, delegation of authority, dismissal, resignation, discipline, and termination of employment of cadres, civil servants, People's Army officers, and People's Public Security officers under the management of the Politburo that have not been made public.

3. Reports and documents on the organization and complex activities of employees at enterprises submitted to competent authorities have impacts and influences on politics and national security.

State secrets of the level of Confidentiality include:

1. Information and documents on organizational structure and payroll management

a) Documents submitted, decisions on assignment, adjustment, and reporting on overseas working staff.

b) Projects and documents on the establishment, reorganization, and dissolution of administrative organizations and public service units that have not been approved by the Government or the Prime Minister.

2. Information and documents on cadres, civil servants, public employees and armed forces

a) Projects, plans and schemes for implementing the Party and State's guidelines and policies on building and managing the contingent of cadres, civil servants and public employees that have political, economic and social impacts and influences have not been made public (except for the provisions in Point a, Clause 2, Article 2 on Top Secret State Secrets).

b) Documents on policies, reports, requests for opinions, comments, assessments, submissions on the election, appointment, transfer, rotation, delegation of authority, dismissal, resignation, and discipline of leadership and management positions of heads of units of agencies directly under the Government, deputy directors of type 2 departments, deputy directors of departments, deputy directors of institutes, deputy chiefs of offices, deputy heads of agencies and units under the Central Party Committees, agencies, ministries, branches, ministerial-level agencies, the Vietnam Fatherland Front and equivalent or higher levels that have not been made public (except for the provisions at Point b, Clause 2, Article 2 on Top Secret State secrets).

c) Documents on policies, reports, requests for opinions, comments, assessments, and submissions on the conferment, promotion, demotion, and stripping of military ranks of generals in the armed forces that have not been made public.

d) Documents and reports on personnel work of a complex nature, affecting politics, economics and society.

3. Information on recruitment exams for leadership and management positions; recruitment of civil servants and public employees

a) Official exam questions, backup exam questions, official exam answers, backup exam answers in the recruitment exam or selection of civil servants and public employees that have not been made public according to exam regulations.

b) Official exam questions, backup exam questions, official exam answers, backup exam answers in the exam to recruit leadership and management positions have not been made public according to exam regulations.

4. Documents and reports on internal political protection work containing information assessing the situation and results of complex internal political protection work that have not been made public.

5. Information on salary and social insurance policies

6. Information about associations, social funds, charitable funds and non-governmental organizations

a) Projects, plans and schemes to implement the Party and State's guidelines and policies on state management of associations, social funds, charity funds and non-governmental organizations that have political, economic and social impacts and influences that have not been made public.

b) Inspection results and reports on the organization and operation of associations, social funds, charity funds, and non-governmental organizations with complex activities that affect politics, the economy and society have not been made public.

c) Documents related to the establishment and operation of associations, social funds, charity funds, and non-governmental organizations with complex activities that influence and impact politics, the economy and society that have not been made public.

7. Information on labor and society

a) The report reflects and evaluates the activities of taking advantage of democratic and human rights dialogue to interfere with and exert pressure on Vietnam in politics, foreign affairs, and economics.

b) Reports and documents reflecting and evaluating the complicated situation of Vietnamese workers working abroad under contracts that affect politics, foreign affairs, security, and social order and safety.

c) Reports and documents reflecting and evaluating the complicated situation of foreign workers working in Vietnam that affect politics, foreign affairs, security, and social order and safety.

d) Reports and documents reflecting and evaluating the domestic labor and employment situation that have impacts and influences on politics, security, social order and safety, and socio-economic development orientation.

d) Thematic report on strikes includes content reflecting and evaluating illegal strikes that affect politics, security, and social order and safety.

e) Reports and documents reflecting and evaluating the complicated situation in the establishment and operation of labor organizations at enterprises that have impacts and influences on social security, order and safety (except for the provisions in Clause 3, Article 2 on Top Secret State Secrets).

8. Technical design documents: design descriptions, spreadsheets, design drawings, related construction survey documents, technical instructions and construction maintenance procedures (if any), completion drawings of construction works of State Historical Archives buildings at central and provincial levels.

9. Documents on commendation of foreign collectives and individuals, religious dignitaries and monks with important contributions to the construction and protection of the Vietnamese Fatherland, where the commendation has had an impact or influence on politics, national defense, security and foreign affairs but has not been made public.

This Decision comes into force from November 17, 2025.
