Cu Chi Town carries out 4 infrastructure construction investment projects, 3 projects have financial errors

The Inspectorate of Cu Chi District has just issued Inspection Conclusion (KLTT) No. 232/KL-TTH related to 4 infrastructure construction investment projects invested by the People's Committee of Cu Chi Town. Of which, 3 projects were found to have financial errors, including: the project to upgrade and repair Tran Thi Ngan Street (Tran Thi Ngan Street project - total investment capital of more than 4.6 billion VND), the construction project of the Office of the Executive Board of Ward 5 (more than 1.3 billion VND) and Ward 8 (more than 1.2 billion VND).

According to KLTT, for the Tran Thi Ngan road project, the results of checking the current status and comparing related documents have determined that the total value of items not implemented or not fully implemented differs from the final settlement records by more than 51 million VND. For the construction project of the Office of the Executive Board of Ward 5 and Ward 8, the difference is more than 17.9 million VND (Ward 5 is more than 10 million VND, Ward 8 is more than 7.7 million VND).

According to KLTT, regarding the issuance of invoices, the enterprises participating in the implementation of the projects: Traffic Construction Consulting Joint Stock Company No. 10 (Traffic Company No. 10), Saigon Construction Technology Engineering Company Limited (Saigon Company), BMC Construction Trading and Service Company, Ba Le Bay Construction Consulting Joint Stock Company, Nhan Tran Construction Company Limited (Nhan Tran Company), Lien Tinh Power Line Construction Company Limited (Lien Tinh Company), Bao Long Saigon Insurance Company, Binh Minh Commercial Power Construction Company Limited (Binh Minh Company), Quang Huy Construction Design Consulting and Inspection Joint Stock Company (Quang Huy Company) all issued invoices after the date of completion of service provision, acceptance, and contract liquidation.

This is not in compliance with the provisions of Point a, Clause 2, Article 16 of Circular No. 39/2014/TT-BTC dated March 31, 2014 of the Ministry of Finance .

Regarding the acceptance and payment work, KLTT said that the acceptance of all bid packages was recorded in minutes. However, the People's Committee of Cu Chi town did not conduct the acceptance before making a report on the completion of the project to the District Urban Management Department. This was not in accordance with the procedures in Clause 1, Article 23 of Decree No. 06/2021/ND-CP, so it did not detect that the construction unit did not have the correct volume.

The responsibility for the above errors belongs to Ms. Huynh Thi Hong Van, Chairman of the People's Committee of Cu Chi town, Ms. Nguyen Ngoc Lam, former Vice Chairman of the People's Committee of the town (now Chairman of the People's Committee of Pham Van Coi commune), Mr. Doan Thanh Tu, civil servant of land administration - construction - urban and environmental affairs of the town; legal representatives of Traffic Company No. 10 (project management consultant), Nhan Tran Company (supervision consultant), Lien Tinh Company (construction and installation)...

The District Inspectorate requested the Chairman of the People's Committee of Cu Chi District to be responsible for recovering the amount of more than 69 million VND (correcting the acceptance and settlement of incorrect construction volume completed according to approved design documents) and pay it to the state budget when there is a decision to recover by the Chairman of the District People's Committee.

The Inspectorate of Cu Chi District also recommended that the Head of the District Internal Affairs Department preside over and coordinate with the Chief Inspector of the District and relevant units, advise and propose to the Standing Committee of the District People's Committee to review and handle the responsibilities of individuals with violations as concluded.
