Lack of construction materials, many transportation projects face difficulties

The total capital plan for 2025 is allocated VND 5,564 billion. Currently, the disbursement progress has reached more than 22% of the capital plan. Of which, the central budget capital allocated for 2025 is about VND 2,774 billion, allocated to 12 project categories (9 transitional projects and 3 newly started projects).

Disbursement to date is nearly 600 billion VND, equivalent to nearly 22% of the capital plan. Meanwhile, the local budget capital in 2025 is allocated 2,789 billion VND, distributed to 79 project categories (21 transitional projects; 34 new projects; 24 projects preparing for investment). Disbursement to date is about 643 billion VND, equivalent to 23% of the capital plan.

According to the Traffic Project Management Board, one of the reasons for the slow disbursement progress is the lack of construction stone and sand materials.

In addition, site clearance work is slow, untimely and discontinuous, site handover progress is not in time for construction implementation, especially projects that are focusing on speeding up construction progress to complete according to contract schedule.
