At the conference, Major General Dao Van Nhan, Deputy Commander and Chief of Staff of the Hanoi Capital Command, was assigned the task of Commander of the Hanoi Capital Command. Lieutenant General Nguyen Quoc Duyet, former Commander of the Hanoi Capital Command, was appointed to the position of Chief Inspector of the Ministry of National Defense .

General Phan Van Giang requested Major General Dao Van Nhan to immediately begin carrying out the task; focus on leading and directing the effective implementation of state management of national defense in the area. Regularly grasp, assess, and accurately forecast the situation, promptly advise Hanoi City to effectively handle military and defense situations, and avoid being passive or surprised.

Also at the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested the Hanoi Capital Command and Major General Dao Van Nhan to regularly grasp the Party's political and military guidelines, the resolutions of the Central Military Commission, the direction of the Ministry of National Defense and the realities of the capital.
