Thổ Châu considers social welfare a regular task. Using local resources and social mobilization efforts, the government focuses on supporting poor households and families entitled to preferential policies with specific and timely actions.

Mr. Le Minh Tuan was formerly a member of the Tay Yen commune guerrilla force during the resistance war against the US. In 1993, he and his family moved to Tho Chau island commune (now Tho Chau Special Economic Zone) to live. Even now, with his children and grandchildren grown up and their economic situation stable, he remains deeply moved by the government's concern: “The local authorities always visit and encourage veterans and families of policy beneficiaries like us. Seeing the people's lives improving, I am extremely pleased. To the best of my ability, I will contribute and work together with the government to care for the disadvantaged in the area,” Mr. Tuan expressed.

Upholding the principle of remembering one's roots, over the years, the government and people of Tho Chau Special Zone have paid attention to caring for the material and spiritual lives of policy beneficiary families and veterans. Simultaneously, comprehensive support for disadvantaged households has been implemented.

Mr. Tran Quoc Phuong, a civil servant in the Economic Department of the Tho Chau Special Economic Zone, said that within the special zone there are 6 families receiving preferential treatment, 11 people with meritorious service; 2 poor households, and 3 near-poor households. Poor households are those with single-parent families, sick people who are no longer able to work, and those unable to escape poverty. Based on this reality, the Tho Chau Special Economic Zone government utilizes local resources and visits from central and provincial leaders to provide timely support to those in difficult circumstances. “Cadres and Party members of the People's Committee branch maintain a monthly contribution of 300,000 - 500,000 VND to support a disadvantaged child living with elderly grandparents,” Mr. Phuong shared.

Currently, the Tho Chau Special Economic Zone disburses over 19 million VND per month for social welfare benefits. This includes providing gifts to poor and near-poor households, handing over solidarity houses, and handling funeral arrangements. Tho Chau fully provides to eligible individuals in accordance with the Party and State's policies. Recently, in implementing the Party and State's policy of giving gifts to those who have contributed to the revolution, social welfare beneficiaries, social retirees, and other vulnerable groups to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026, the Party Committee and government of the Tho Chau Special Economic Zone organized a delegation to visit and present gifts to 33 families. The gift amount was 400,000 VND per person in cash, with a total expenditure of 13.2 million VND.

According to Tran Quoc Giang, Vice Chairman of the People's Committee of Tho Chau Special Economic Zone, the special economic zone proactively reviewed and compiled a list of eligible beneficiaries, ensuring that the gift-giving was public, transparent, compliant with regulations, and timely. The gift-giving activity not only provides material support but also demonstrates the concern, sharing, and responsibility of all levels and sectors towards the people in the coastal and island areas. This contributes to strengthening national unity and enhancing the people's trust in the Party's leadership and the local government's administration.

The Tho Chau Special Economic Zone currently has a population of over 1,800 people. By 2026, the locality aims to achieve a poverty rate of less than or equal to 0.2%; a near-poverty rate of less than or equal to 0.5%; 100% of households using clean water; 100% of households using electricity; and 100% of the population participating in health insurance.

In the coming period, the Tho Chau Special Economic Zone will continue to effectively implement social policies and strengthen the inspection and supervision of their implementation. Attention will be paid to the care, education , and protection of children. Targeted health programs and other health programs will be effectively implemented. For the upcoming Lunar New Year, the People's Committee of the Special Economic Zone intends to arrange for organizations and individuals to visit and give gifts to these beneficiaries during the Lunar New Year, ensuring the spirit of "No one is forgotten, no one is left behind."

The synchronized implementation of social welfare policies in the Tho Chau Special Economic Zone is not only a responsibility but also a testament to the unity and consensus between the Party's will and the people's aspirations in this challenging region.
