Currently, localities and the Provincial Land Fund Development Center are completing documents to mark and register for land use right certificates for all plots of land. The purpose is to better manage public land and limit encroachment and disputes. At the same time, localities and provinces will review and plan to lease or auction some public land to have more investment capital for important projects of the province.
Recently, districts and cities have reviewed all public land plots. The purpose is to know the current status of each public land plot, whether it is used for the right purpose and in accordance with State regulations. From there, there are solutions to recover and strictly manage public land plots. In fact, for a long time before 2016, public land management was still loose, leading to encroachment and disputes in some localities. After that, the Provincial People's Committee requested localities to review, inspect and strictly manage public land. Many public land plots that were used improperly or were left vacant were handed over to the Provincial Land Fund Development Center for more effective exploitation.
Currently, in the province, there are still more than 3 thousand public land plots that have not been declared or registered for land use right certificates. This will affect the management and exploitation of public land. At the same time, land in the province is increasingly valuable, so without markers and land use right certificates, it is easy for encroachment and disputes.
Therefore, the Provincial People's Committee has requested localities to quickly set up markers and register for land use right certificates for the above-mentioned public land plots. After that, public land can be used for public works such as: traffic infrastructure, parks, parking lots, entertainment centers, etc. In particular, developed industrial areas with a large number of workers can use public land for social housing for low-income people. Unused public land, signed with businesses and individuals to lease for project implementation, will increase revenue for the state budget.
Currently, Bien Hoa city alone has about 8,000 public land plots, Long Thanh district has about 1,000 plots, and Nhon Trach district has nearly 600 plots. These are areas that are in great need of social housing. Therefore, many low-income people hope that the province and local authorities will review the land plots, and if any land plots are suitable and are vacant, they can complete land procedures to invest in the rapid construction of social housing.
