STANDARDS AND CONDITIONS FOR REGISTRATION
Standards and conditions for application
Perform as prescribed in Article 22 of the Law on Civil Servants; Article 5 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government , specifically as follows:
General standards:
People who meet the following conditions, regardless of ethnicity, gender, social status, beliefs, or religion, can register to apply for civil service recruitment:
a) Have Vietnamese nationality and reside in Vietnam;
b) 18 years of age or older;
c) Have an application form;
d) Have a clear background;
d) Have a diploma, training certificate, or practice certificate appropriate to the job position;
e) Be physically fit to perform the work or duties;
Meet other conditions as required by the job position:

The following persons are not allowed to register for civil service recruitment:
a) Loss of civil act capacity or limited civil act capacity;
b) Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures of being sent to a medical facility,educational facility, or reformatory school.
Priority in recruitment
The subjects and priority points in the entrance exam/admission are implemented according to the provisions of Article 6 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government, supplemented by Clause 2, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government, specifically as follows:
1. Subjects and priority points in entrance exams or admissions:
a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points added to the results of round 2;
b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of type B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;
c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score.
d) Union officials who grew up at the grassroots level, in the workers' movement: 1.5 points will be added to the results of round 2.
2. In case an applicant or candidate for admission falls under multiple priority categories as specified above, only the highest priority points will be added to the round 2 score results.
RECRUITMENT FORM AND CONTENT
Recruitment form and content
1. Form :
Admission according to Article 11 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government, amended and supplemented in Clause 6, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government.
2. Content:
Recruitment of civil servants is conducted in 2 rounds as follows:
- Round 1: Check the application conditions on the Application Form according to the requirements of the job position to be recruited. If the requirements are met, the applicant will be allowed to participate in round 2.
If there is one of the foreign language diplomas or certificates specified in Clause 3, Article 9 of Decree No. 115/2020/ND-CP, it can be used instead. If there is no suitable foreign language diploma or certificate, the Selection Council will organize an examination to assess foreign language proficiency according to the requirements of the recruitment position.
The Recruitment Council checks the foreign language requirements based on the information declared by the candidate in the Application Form and application documents. After being admitted, the successful candidate shall submit a copy of the foreign language diploma or certificate as prescribed in Clause 1, Article 17 of Decree No. 115/2020/ND-CP.
- Round 2: The professional exam is conducted according to the provisions of Clause 2, Article 9 of Decree No. 115/2020/ND-CP as follows:
a) Exam format: Interview
b) Exam content: Test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.
The content of the professional subject exam must be based on the tasks and standards of professional competence and skills of the civil servant job title and must be consistent with the requirements of the job position to be recruited. In the same recruitment exam, if there are job positions requiring different professional skills and skills, the Civil Servant Recruitment Council must organize the development of different professional subject exam questions corresponding to the requirements of the job position to be recruited. Work related to the exam questions must be kept confidential according to the provisions of law.
c) Exam time: 30-minute interview (candidates have no more than 15 minutes to prepare, not included in exam time).
d) Interview score: 100 points.
- No review of round 2 exam results in the form of interviews will be conducted.
How to determine the winner
Pursuant to Article 12 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government, amended and supplemented in Clause 5, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government and 12 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government, specifically as follows:
1. Candidates who pass the civil servant recruitment exam must meet the following conditions:
a) Have a score of 50 points or higher in round 2.
b) The second round score plus the priority points specified in Article 6 of Decree No. 115/2020/ND-CP (if any) are higher, taken in descending order of points in the recruitment quota of the job position.
2. In case there are 02 or more people with the same total score calculated according to the provisions in Point b, Clause 1 above in the last quota of the job position to be recruited, the head of the competent recruiting agency shall decide on the successful candidate.
3. Those who fail the admission exam will not have their admission results retained for the next admission exam.
RECEIVING APPLICATIONS
Application documents include:
Application for civil servant recruitment (02 sets), including:
(1) Application form for civil servant recruitment (Form No. 01 issued with Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government);
(2) Photocopies of professional degrees and transcripts as required for the position applied for. In case of degrees issued by foreign training institutions, they must be notarized and translated into Vietnamese and recognized by the Ministry of Education and Training;
(3) Certificate of priority subject certified by competent authority (if any);
(4) Copies of other certificates as required by the position applied for.
* Note:
- Applicants can only apply for one job position at one department or office that has recruitment needs.
- Applicants must also pay the examination fee as prescribed.
- Application forms that are erased or do not contain complete information as required will not be accepted.
- Candidates must carefully study this announcement and the attached detailed recruitment requirements to select the position, department, and department to apply for and fill in the correct information, suitable for the level, major registered for the exam and other requirements in the Application Form according to the form up to the time of application submission. Candidates are requested to provide accurate and responsible information about the phone number and personal email address that they regularly use so that the Civil Service Recruitment Council can contact them if necessary.
- Applicants must be legally responsible for the information in their application; in case of incorrect information declaration or falsification of diplomas or certificates, they will be handled according to the provisions of law.
- Applicants who are notified of their admission must complete all required documents as prescribed. If they do not complete all required documents or commit fraud in filling out the application form or use incorrect diplomas or certificates, the competent authority will be notified to cancel the admission results.
- The Recruitment Council will post information related to the civil servant recruitment on the hospital's website and via personal email addresses according to the information stated in the Application Form. Candidates are requested to regularly monitor and update.
Time to receive documents:
Within 30 days (during office hours) from the date of posting the Notice of public recruitment of civil servants on mass media.
From June 1, 2025 to June 30, 2025.

- Candidates for civil service recruitment can submit their application directly or send it by post (the deadline is calculated by postmark) or via the website.
- If the announced deadline for receiving documents is exceeded, the Hospital will not accept the candidate's documents according to regulations.
EXAM FEE
Candidates who are eligible to take the exam must pay the exam fee according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of fees for recruitment, examination for promotion and rank promotion of civil servants and public employees.
Fee: 500,000 VND/candidate/time (Under 100 candidates).
RECRUITMENT ORGANIZATION
- Organize the recruitment of civil servants according to the provisions of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on the recruitment, use and management of civil servants, Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government and Circular No. 06/2020/TT-BNV dated December 2, 2020 of the Ministry of Home Affairs.
- Time: Expected to be implemented in July 2025.
- Location: At Quang Ninh General Hospital, Tue Tinh Street, Bach Dang Ward, Ha Long City, Quang Ninh Province.
