On Wednesday, May 29, 2024, the National Assembly continued the ninth working day of the 7th Session of the 15th National Assembly at the National Assembly House, Hanoi .

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly spent the whole working day in the hall discussing: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; Results of the implementation of national goals on gender equality in 2023; Practice of thrift and anti-waste in 2023.
At the discussion session, 57 National Assembly deputies spoke and 3 National Assembly deputies debated, specifically as follows:
On the additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024.
Many delegates basically agreed with the Government's Report and the National Assembly's Economic Committee's Verification Report, highly appreciating the reports which were carefully prepared, serious, responsible, clearly analyzed the achieved results, frankly acknowledged the shortcomings and limitations, pointed out the causes and proposed feasible solutions in the coming time.
Opinions say that, in the context of general difficulties, under the leadership of the Party, the Government has had solutions and drastic management, along with the decisions of the National Assembly, helping our country's socio-economy achieve very positive results.
In addition, delegates focused on discussing and giving opinions on the following contents: the situation of enterprises continuing to face difficulties; fiscal and monetary policies to support enterprises in investing in stimulating domestic production, green transformation, using clean energy and clean materials; developing the private economy, improving the investment and business environment; developing the carbon credit market; managing the gold market; enhancing national brand and reputation; increasing decentralization and delegation of power to localities; the situation of climate change, drought and saltwater intrusion; sustainable population development issues related to the workforce; training of medical human resources; information security, network security; fire prevention and fighting; administrative procedure reform; general education programs and new textbooks; the use of digital and virtual currency payment methods; measures to control and handle electronic cigarettes and heated tobacco products; the management, use and quality of the Online Public Service Portal; poverty reduction work; adjustment of personal income tax; special mechanisms and policies for teachers in the field of vocational education, artists and actors who have finished their careers but have not yet reached retirement age...
Delegates also proposed many solutions to stabilize the macro economy, major balances of the economy; control inflation, exchange rates and essential goods to stabilize people's lives and production and business; improve the monetary market, restore production, business, enterprise operations, create jobs, reduce unemployment, remove current bottlenecks; reform administrative procedures, increase labor productivity, restructure credit institutions associated with bad debts, equitization, divestment of state capital in enterprises; overcome limitations in the allocation and disbursement of public investment capital; manage and operate the state budget revenue and expenditure to ensure budget balance, financial security, and national budget; attract high-quality human resources; mechanisms and policies to protect cadres, encourage cadres to dare to do and dare to take responsibility; Allocate resources for the National Target Program on revitalizing and developing Vietnamese culture and people for the period 2026-2030, with a vision to 2045...
Regarding the results of implementing national gender equality goals in 2023, delegates assessed that the results of implementing the goals and targets of the National Strategy on Gender Equality for the 2021-2030 period in 2023 have made remarkable progress, with Vietnam's gender equality ranking index in 2023 increasing by 15 places compared to 2021. However, female workers still account for the majority in labor-intensive occupations, with low professional qualifications or working in the informal sector, with lower average incomes than male workers.
In addition, the gender imbalance at birth has not decreased, leading to social and demographic consequences, which is one of the causes of gender inequality. Delegates suggested that the Government should carefully assess the rate of informal labor, effectively implement projects, policies and solutions to reduce the gender imbalance rate at birth; adapt to population aging, digital technology, income, employment, climate change and reduce the gender gap.
Regarding the work of practicing thrift and fighting waste in 2023, the delegates agreed with the Government's Report and the Verification Report of the National Assembly's Finance and Budget Committee, assessing that the reports were prepared seriously and carefully, demonstrating changes in the work of practicing thrift and fighting waste.
In addition, opinions also pointed out limitations in the work of practicing thrift and fighting waste such as: the work of developing and promulgating the program of practicing thrift and fighting waste in 2023 is still slow; there is still a situation of wastefulness in offices and public houses in some localities; the promulgation of mechanisms, policies and laws to handle, arrange and use public assets in administrative units after the merger, the organization of planning and land use plans in some localities is still slow; the situation of waste and violations in the management and use of land resources still occurs in projects; there is still a situation of avoidance, pushing, and fear of responsibility by a number of cadres and civil servants in performing public duties; the allocation of the 2023 budget and the implementation of 3 national target programs are still slow, causing waste of resources.
Delegates highly agreed with the 9 groups of solutions of the Finance and Budget Committee and the solutions proposed by the Government, and at the same time suggested that the Government should pay more attention, direct more strongly, and specify the responsibilities for each ministry, branch, and specific task so that the practice of thrift can be implemented synchronously and effectively.
At the end of the discussion, Minister of Finance Ho Duc Phoc, Minister of Planning and Investment Nguyen Chi Dung, Governor of the State Bank of Vietnam Nguyen Thi Hong, Deputy Prime Minister Tran Hong Ha, and Deputy Prime Minister Le Minh Khai spoke to explain and clarify a number of issues raised by National Assembly deputies.

Morning: The National Assembly discussed in the hall: the proposed National Assembly Supervision Program for 2025; the proposed Law and Ordinance Making Program for 2025, and adjustments to the Law and Ordinance Making Program for 2024.
Afternoon: The National Assembly held a plenary session in the hall, listening to reports on the 2022 state budget settlement, the report on explanation, acceptance and revision of the draft Law on National Defense Industry, Security and Industrial Mobilization; then the National Assembly discussed a number of contents with different opinions of the draft Law on National Defense Industry, Security and Industrial Mobilization.
