On Tuesday, October 22, 2024, the National Assembly continued the second working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

MORNING
Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall, listening to: (i) Deputy Prime Minister, Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presenting a Report on the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan for 2025, and the 3-year state budget-finance plan for 2025-2027. (ii) Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a Report on the verification of the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan for 2025, and the 3-year state budget-finance plan for 2025-2027. (iii) Member of the Standing Committee of the National Assembly, Chairwoman of the Social Committee of the National Assembly Nguyen Thuy Anh presented a Report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Pharmacy.
After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law amending and supplementing a number of articles of the Law on Pharmacy. At the discussion session, 12 opinions of National Assembly deputies were expressed, in which, the majority of opinions of deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee, the agency in charge of the examination, the drafting agency, relevant ministries and branches for studying, absorbing, revising, and fully and specifically explaining the opinions of National Assembly deputies, perfecting many contents of the draft Law. The opinions basically agreed with many contents of the draft Law and the Report on acceptance and explanation of the National Assembly Standing Committee.
To continue perfecting the draft Law, delegates suggested that it is necessary to continue researching, clarifying, and supplementing a number of specific contents, such as: preferential policies, investment support in pharmaceutical industry development; standards for medicinal herbs, pharmaceutical business by e-commerce; on drug price management; measures to manage drug prices (declaring drug prices, announcing drug prices, bidding for drugs, managing pharmacy chains, drug trading floors, retail pharmacies, etc.); rights and responsibilities of foreign-invested enterprises; drug supply in ethnic minority areas, areas with particularly difficult economic conditions; digital transformation in pharmaceutical industry activities;...
At the end of the discussion, Minister of Health Dao Hong Lan spoke to explain and clarify a number of issues raised by National Assembly delegates.

AFTERNOON

(ii) Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presenting the Report on the review of the draft Law on Data. (iii) Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Judiciary Le Thi Nga presenting the Report on explanation, acceptance and revision of the draft Law on Prevention and Combat of Human Trafficking (amended).
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Prevention and Combat of Human Trafficking (amended). At the discussion session, 12 opinions of National Assembly deputies were expressed, in which, the opinions basically agreed with many contents of the draft Law and the Report on explanation of acceptance and revision of the draft Law of the National Assembly Standing Committee.
To continue perfecting the draft Law, delegates focused on discussing the following contents: explanation of terms; State policies on preventing and combating human trafficking; prohibited acts; principles of preventing and combating human trafficking; management of security and order; information, propaganda and education on preventing and combating human trafficking; measures to protect and safeguard information in preventing and combating human trafficking; buying and selling fetuses; forced labor; rights and responsibilities of individuals participating in preventing human trafficking; reporting, informing, recommending prosecution, denouncing violations; detecting violations; social assistance facilities, victim support facilities; subjects and support regimes for victims in terms of psychology, cultural education, vocational training, initial hardship allowance, loan support, translation support; documents and papers confirming victims and the authority to issue victim confirmation certificates; receiving, verifying, rescuing and returning foreigners who have been trafficked in Vietnam; receiving and verifying rescued victims, victims returning from abroad; rescuing, receiving and verifying victims who are abroad through inspection and examination activities; protecting the confidentiality of information about victims and people in the process of being identified as victims; responsibilities of the Ministry of National Defense, the Ministry of Foreign Affairs, and the Ho Chi Minh Communist Youth Union in preventing human trafficking;…
