On Wednesday, October 23, 2024, the National Assembly continued the third working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

Morning

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to: (i) Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister , presented the Proposal on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050. (ii) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Verification Report on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050. (iii) Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Committee on Judicial Affairs Le Thi Nga presented a report explaining, accepting and revising the draft Law on Juvenile Justice.

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Juvenile Justice. At the discussion session, there were 26 opinions expressed by National Assembly deputies, 2 opinions debated by National Assembly deputies; in which, the opinions basically agreed with many contents of the draft Law and the Report on acceptance and explanation of the National Assembly Standing Committee.

To continue perfecting the draft Law, delegates focused on discussing the following contents: scope of regulation; interpretation of terms; ensuring best interests; equal treatment; right to full and timely information; application of penalties; ensuring personal confidentiality; right to defense, right to legal aid, interpretation; assistance from social workers; responsibilities of other agencies, organizations and individuals; responsibilities of families; principles of applying diversion measures; cases where diversion measures cannot be applied; conditions for application; authority to apply diversion measures; consideration of application of diversion procedures; decision on application of diversion measures; decision to open a meeting to consider and decide on application of diversion measures in the community; house arrest; restriction of travel time; implementation of community service work; development of social investigation reports; handling cases where the Court does not apply educational measures at reform schools; handling cases where people who must serve educational measures at reform schools and students of reform schools escape; fines; execution of prison sentences; combination of penalties in cases of multiple crimes; application of electronic monitoring measures; separation of criminal cases involving minors; friendly trial procedures; examination of traces on the body, request for expert assessment; compensation for minors who are victims; physical conditions of separate detention camps, sub-camps or detention areas reserved for minors in detention camps; enforcement effect.

At the end of the discussion, Chairwoman of the National Assembly's Judiciary Committee Le Thi Nga spoke to explain and clarify a number of issues raised by National Assembly deputies.

Afternoon

Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly heard: (i) Deputy Prime Minister and Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented the Proposal on the policy of additional state capital investment at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB). (ii) The Chairman of the National Assembly's Economic Committee presented the Verification Report on the policy of additional state capital investment at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB). (iii) Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh presented a report explaining, accepting and revising the draft Law on Cultural Heritage (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Cultural Heritage (amended). At the discussion session, 17 National Assembly deputies spoke and 1 National Assembly deputy debated; in which, the majority of deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee, the agency in charge of the review, and the drafting agency for researching, absorbing, revising, and fully and specifically explaining the opinions of National Assembly deputies, perfecting the draft Law.

The basic opinions agreed with many contents of the draft Law and the Report on the acceptance and revision of the draft Law of the National Assembly Standing Committee. To continue perfecting the draft Law, the delegates focused on discussing the following contents: scope of regulation; explanation of terms; ownership of cultural heritage; rights, obligations and responsibilities towards cultural heritage; State policies on cultural heritage; prohibited acts; types of intangible cultural heritage; list, catalogue and criteria for registration, additional registration of intangible cultural heritage; registration, additional registration and cancellation of registration of intangible cultural heritage; protection of intangible cultural heritage at risk of fading or being lost; criteria for identifying relics by type; activities to promote the value of relics; ranking and cancelling the ranking of relics; relic protection areas, principles for determining and marking the boundaries of relic protection areas, adjusting relic protection areas and world heritages; repairing, renovating and constructing works in relic protection areas; inter-provincial relics and heritages; investment projects, construction works, repairing, renovating and rebuilding individual houses in relic protection areas and world heritages; representatives and organizations assigned to manage and use relics; projects for preserving, renovating and restoring relics; management of national relics, antiquities and treasures and handling of discovered and handed-over relics and antiquities; recovery, purchase and return of relics, antiquities and national treasures of Vietnamese origin from abroad; copies of relics, antiquities and national treasures; inventory of documentary heritage and the Inventory List of documentary heritage; registration and cancellation of registration decisions of documentary heritage; museum tasks; museum communication activities; museum service activities; national database on cultural heritage; cultural heritage conservation fund; cultural heritage inspection; financial resources for protecting and promoting cultural heritage values; socialization in protecting and promoting cultural heritage values; amendments and supplements to a number of articles of relevant laws; conservation of heritage of ethnic minorities, transitional provisions.

At the end of the discussion, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh spoke to explain and clarify a number of issues raised by National Assembly deputies.

Thursday, October 24, 2024, (i) Morning: The National Assembly convened a plenary session in the hall, listening to: The presentation and the report on the examination of the draft Law amending and supplementing a number of articles of the Law on Health Insurance; The report on the explanation, acceptance and revision of the draft Law on Trade Unions (amended); then, the National Assembly discussed a number of contents with different opinions of the draft Law on Trade Unions (amended); (ii) Afternoon: The National Assembly discussed in groups the Draft Law amending and supplementing a number of articles of the Law on Health Insurance and the Draft Law on Data.
