On Thursday, October 24, 2024, the National Assembly continued the fourth working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
MORNING
Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly listened to: (i) Minister of Health Dao Hong Lan, authorized by the Prime Minister, presenting the Report on the draft Law amending and supplementing a number of articles of the Law on Health Insurance. (ii) Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Committee on Social Affairs Nguyen Thuy Anh presenting: Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Health Insurance; Report on explanation, acceptance and revision of the draft Law on Trade Unions (amended).
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Trade Unions (amended). At the discussion session, 25 opinions of National Assembly deputies were expressed and 1 opinion was debated; in which, the opinions basically agreed with many contents of the draft Law and the Report on acceptance and explanation of the National Assembly Standing Committee.
To continue perfecting the draft Law, delegates focused on discussing the following contents: organizational system, organizational principles and operations of the Vietnam General Confederation of Labor; the right to supervise and provide social criticism of trade unions; international cooperation on trade unions; management, use and exploitation of trade union assets; State responsibility for trade unions; issues of trade union payroll; prohibited acts; working hours of grassroots trade unions; representation, care and protection of the legitimate and legal rights and interests of trade union members and workers; development of trade union members, grassroots trade unions, and grassroots trade unions; ensuring the organization of the apparatus, trade union officials, and operating conditions of trade unions and trade union officials; management and use of trade union finances; inspection, audit, and supervision of trade union finances; the joining of organizations and workers in enterprises to the Vietnam General Confederation of Labor; and the joining of trade unions and activities at trade unions by foreigners; exemption, reduction, suspension of union fee payment; rights of union members; ...
At the end of the discussion, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, representing the agency submitting the draft law, spoke to clarify some issues that National Assembly deputies were interested in.
AFTERNOON
The National Assembly discussed in groups: (i) Draft Law amending and supplementing a number of articles of the Law on Health Insurance; (ii) Draft Law on Data.
Friday, October 25, 2024:
(i) Morning, The National Assembly listened to the Report on explanation, acceptance and revision of the draft Law on Urban and Rural Planning; discussed in the hall a number of contents with different opinions of the draft Law on Urban and Rural Planning; then, the National Assembly held a separate meeting on personnel work under its authority;
(ii) Afternoon, The National Assembly continued to meet separately on personnel work under its authority; then, the National Assembly listened to the Report on explanation, acceptance, and revision of the draft Law on Notarization (amended) and discussed in the hall a number of contents with different opinions of the draft Law on Notarization (amended).
