Message of the President on the signing ceremony of the United Nations Convention against Cybercrime

The signing ceremony of the United Nations Convention against Cybercrime with the theme “Combating Cybercrime - Sharing Responsibility - Looking Forward” will be held on October 25-26, 2025 in Hanoi. On this occasion, President Luong Cuong delivered a message about the event.

In his message, on behalf of the State and people of Vietnam, President Luong Cuong warmly welcomed delegates to Hanoi - the City for Peace - to attend the signing ceremony of the "United Nations Convention against Cybercrime", with the theme "Combating Cybercrime - Sharing Responsibility - Looking Towards the Future" on October 25 and 26, 2025.

President Luong Cuong stated that in the digital age, cybercrime is not only a challenge for a single country, but also a global threat, threatening security, political stability, the economy and social life. The President said that Vietnam always considers fighting cybercrime as one of the priorities in its national security policy, and actively participates with the international community in the fight against cybercrime.

“Vietnam is well aware that, given the borderless nature of cyberspace, effective combating of cybercrime requires solidarity, cooperation between nations and respect for the rule of law. The Convention sets out a legal framework for international cooperation in the fight against cybercrime, ensuring that member countries, especially developing and vulnerable countries, are supported and have their capacity to deal with this type of crime enhanced,” President Luong Cuong emphasized.

The President affirmed that the United Nations General Assembly's adoption of the Convention against Cybercrime (December 2024) and the signing ceremony in Hanoi are vivid proof of the sense of responsibility of nations in protecting cyberspace - the common property of all mankind.

“We hope that this event will not only be a legal procedure, but also a platform to promote dialogue, share experiences, strengthen partnerships between governments, international organizations, the private sector and become a forum to promote the implementation of the United Nations Convention and global cooperation in combating cybercrime.

I believe that, with the participation and commitment of countries, the signing ceremony of the Convention in Hanoi will become a historic milestone, affirming the value of multilateralism with the United Nations at the center, sending a strong message about our determination to fight cybercrime and build a peaceful, fair, and law-abiding world for the benefit of today's and future generations," said the President.

On this occasion, on behalf of the State and people of Vietnam, President Luong Cuong respectfully thanks countries, international organizations and friends around the world for always accompanying and supporting Vietnam.
