According to Secretary General of the National Assembly Bui Van Cuong, in addition to the results achieved in each sector and field, there are still many limitations in implementing the resolutions of the National Assembly .
For example, in the field of planning and investment , the rate of plans to be completed is still low, the progress of making sectoral, regional and provincial plans is still slow compared to the requirements in the resolutions of the National Assembly. Some tasks under the socio -economic recovery and development program are still slow, the disbursement rate is low.
In the financial sector, the master plan for the national reserve system for 2021-2030 has not been issued. Equitization and divestment of state capital in enterprises are slow and the proceeds from this process are very low. Meanwhile, the amount of loans to roll over debt tends to increase. The review, correction, and overcoming of shortcomings and limitations in practicing thrift and fighting waste are not timely and strict.
According to Mr. Cuong, in the banking sector, the restructuring of credit institutions and the handling of bad debts are still slow. The bad debt ratio is on the rise, reaching nearly 3.4% by the end of September, exceeding the target of 3% set at the beginning of the term.
Finding and negotiating with commercial banks to accept compulsory transfers from weak banks still faces many difficulties.

In the field of Industry and Trade , plans on energy, electricity and import-export strategies until 2030 were issued later than required by Resolution 134/2020 of the National Assembly.
At the same time, the retail electricity price mechanism is not synchronized with the electricity market; electricity supply and demand are still inadequate. Many hydropower projects have not complied with regulations on construction, planning, and environment. The Ministry has not yet issued a set of criteria to identify Vietnamese products and goods or those produced in Vietnam (made in Vietnam). The situation of counterfeit and smuggled goods is still complicated.
Agriculture is considered a pillar of the economy, but this sector has not yet issued a sectoral plan until 2030, with a vision to 2050. The number of agricultural cooperatives applying high technology and digital technology is still low. The arrangement and conversion of agricultural and forestry companies is still slow compared to the requirements of Resolution No. 134/2020.
