This is a significant milestone in the process of realizing the goal of making Quang Ninh a centrally-governed city, while also opening up new development opportunities suitable for the development requirements in the next phase.
After considering the submission from the Provincial People's Committee, the verification report from the Legal Committee of the Provincial People's Council, and the opinions discussed at the session, the Provincial People's Council unanimously approved the principle of establishing Quang Ninh city according to the existing administrative boundaries.
Currently, Quang Ninh has a natural area of 6,231.27 km², a population of 1,523,400 people, and 54 commune-level administrative units, including 30 wards, 22 communes, and 2 special zones.
The establishment of Quang Ninh city as a smart city is a concrete step in realizing the Politburo 's guidelines and directions, and the Resolution of the 14th National Congress of the Party on the development of the national urban system.
At the same time, this is also a concrete implementation of Conclusion No. 20-KL/TW dated April 7, 2026, of the Politburo on the policy of establishing Quang Ninh city directly under the Central Government.
According to Conclusion No. 20-KL/TW, after considering the submission from the Quang Ninh Provincial Party Committee, the Politburo unanimously agreed on the principle of establishing Quang Ninh city directly under the Central Government on the basis of the province's current administrative boundaries.
The Politburo assigned the Party Committee of the National Assembly and the Party Committee of the Government to lead and direct relevant ministries, agencies, and organizations to coordinate with Quang Ninh province to complete the dossier and procedures according to regulations; report to the Central Committee of the Party and submit it to the National Assembly for consideration and decision in 2026.
In implementing Conclusion No. 20-KL/TW, Quang Ninh province has developed a plan ensuring the correct procedures and regulations are followed, and has organized extensive consultations with the people.
The dissemination of information was carried out synchronously, creating a very high level of consensus, with 99.96% of households participating in the discussion agreeing with the plan to establish Quang Ninh city; including 14 localities that achieved a 100% consensus rate.
This result reflects broad social consensus and the people's trust and expectations regarding the province's new development direction.
Based on the results of public consultations, on May 15th and 18th, 2026, the Provincial People's Committee held meetings to approve the dossier and the plan for establishing Quang Ninh city based on the administrative boundaries of Quang Ninh province.
On May 19, 2026, the Provincial People's Committee issued Submission No. 1985/TTr-UBND reporting to the Party Committee of the Provincial People's Committee for consideration and comments before reporting to the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and submitting to the Provincial People's Council as prescribed.
On May 20, 2026, the Standing Committee of the Provincial People's Committee Party Committee met to review the dossier and the project proposal, and agreed to report to the competent authority to ensure the implementation progress.
The resolution on the policy of establishing Quang Ninh city, passed by the Provincial People's Council, is an important legal basis for further completing the dossier and procedures according to regulations, submitting it to competent authorities for consideration, especially to the National Assembly for a decision on the establishment of Quang Ninh city directly under the Central Government.
The formation of the new administrative unit is expected to facilitate the expansion of development space, improve urban governance efficiency, better utilize existing potential and advantages, and contribute to building Quang Ninh into a comprehensive growth hub for the northern region and the whole country.
The Provincial People's Council has instructed the Provincial People's Committee to urgently complete the dossier, documents, and project proposal in accordance with legal regulations for submission to the competent authority for consideration and decision.
During the process of finalizing the Project, the province continues to review the standards for centrally-governed cities, ensuring consistency between the Project and national, regional, and provincial plans, as well as the long-term development orientation of the locality.
In addition, the province proactively developed a roadmap and prepared all necessary conditions to organize the implementation immediately after the Project is approved by the competent authority.
The establishment of Quang Ninh city as a centrally-governed city not only marks a new shift in the model of administrative organization and urban management but also creates greater room for development, effectively leveraging potential and competitive advantages, strengthening regional linkages, and improving the quality of growth and people's lives.
Against the backdrop of ever-increasing development demands and new opportunities and challenges, the goal of becoming a centrally-governed city by 2026 demonstrates Quang Ninh's strong political determination, innovative thinking, and aspiration for progress.
This is also an important step towards realizing the long-term development vision, creating a foundation for the province to achieve the goals set forth in the Resolution of the 16th Provincial Party Congress, term 2025-2030.
