Approving the Project to merge the Provincial Radio and Television Station into Quang Ngai Newspaper

(Baoquangngai.vn) - The restructuring, merger, and consolidation of local press agencies is an important and necessary task to improve the efficiency, effectiveness, and performance of the press in Quang Ngai province.

On the morning of April 16th, Bui Thi Quynh Van, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council, presided over a meeting to approve the plan to merge the Provincial Radio and Television Station into Quang Ngai Newspaper.

Attending the conference were the Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, Dang Ngoc Huy; the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Hoang Giang; the Deputy Secretary of the Provincial Party Committee, Dinh Thi Hong Minh; members of the Standing Committee of the Provincial Party Committee; and members of the Provincial Party Committee.

Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, Luu Ngoc Binh, presented the proposal to merge the Provincial Radio and Television Station into Quang Ngai Newspaper.

At the conference, after hearing the presentation by Mr. Lu Ngoc Binh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, on the proposal to merge the Provincial Radio and Television Station into Quang Ngai Newspaper and take over the management of the content of the Provincial Party Committee's electronic information portal, 100% of the delegates attending the conference voted to approve the proposal. Accordingly, the name after the merger will be Quang Ngai Newspaper. The governing body of Quang Ngai Newspaper will be the Quang Ngai Provincial Party Committee. Quang Ngai Newspaper is a public service unit directly under the Quang Ngai Provincial Party Committee; it is the mouthpiece of the Party Committee, government, and people of Quang Ngai province; and a bridge of information between the Party, government, and people. It will perform the functions of information, propaganda, and journalistic and media activities in accordance with the regulations of the Party and the laws of the State. Quang Ngai Newspaper is expected to begin operations in May 2025. When the Central Committee issues official regulations or guidelines on the naming of local press agencies, the Standing Committee of the Provincial Party Committee will report to the Provincial Party Committee to adjust the naming according to the new regulations of the Central Committee.

Regarding the organizational structure, the leadership of Quang Ngai Newspaper consists of the Editor-in-Chief and no more than 3 Deputy Editors-in-Chief. At the time of the merger, the number of deputy editors may be higher, and after 5 years, the number will be reduced to no more than 3 Deputy Editors-in-Chief. Regarding the subordinate units, the arrangement of departments will follow the principle of adjusting and merging departments with similar functions and tasks; when a department ceases operation and is no longer relevant, its functions and tasks will be transferred to other departments.

The delegates voted to approve the plan to merge the provincial radio and television station into Quang Ngai Newspaper.

After the reorganization, Quang Ngai Newspaper comprises 8 departments: Administration and Advertising Services Department; Secretariat - Editorial Department; Print Newspaper Department; Electronic Newspaper and Digital Content Department; Television Department; Radio Department; News Department; and Technical Department. This reduction of 4 departments, or over 33%, is essentially in line with the orientation and suggestions regarding the reorganization of specialized agencies under the Provincial People's Committee.

Regarding staffing, Quang Ngai Newspaper must reduce its number of salaried employees by at least 20%, in accordance with the central government's directive. Initially, the number of employees present at the time of the merger will be maintained; during the implementation process, Quang Ngai Newspaper is responsible for reviewing, evaluating, and objectively and fairly selecting personnel, and based on that, arranging and streamlining staffing and implementing policies and regulations for employees; ensuring that no later than 5 years from the date of the decision on organizational restructuring, the number of employees meets the regulations.

Bui Thi Quynh Van, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council, delivered a speech at the conference.

Speaking at the conference, Bui Thi Quynh Van, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council, emphasized that when the central government issues official regulations or guidelines on the naming of local press agencies, the province will adjust accordingly.

Currently, the financial mechanisms of Quang Ngai Newspaper and the Provincial Radio and Television Station are different. Therefore, the Standing Committee of the Provincial Party Committee has assigned the relevant agencies to coordinate with Quang Ngai Newspaper and the Provincial Radio and Television Station to revise the financial mechanism, but without increasing the current total expenditure for the budget. Temporarily, both the Provincial Radio and Television Station and Quang Ngai Newspaper's headquarters will be used. The main office is at the Provincial Radio and Television Station (No. 165, Hung Vuong Street, Quang Ngai City).
