Innovating grassroots information work, promoting digital transformation, and diversifying communication channels are helping Lao Cai gradually reduce information poverty, create social consensus, and improve the effectiveness of state management at the grassroots level.

Innovate information dissemination methods and bring policies closer to the people.

Based on practical requirements following the reorganization of the administrative apparatus and the operation of the two-tiered local government model, coupled with the comprehensive acceleration of digital transformation, the Standing Committee of the Lao Cai Provincial Party Committee has identified the provision of information to the grassroots level as a crucial political task, directly linked to the effectiveness of leadership, guidance, and management by Party committees and governments at all levels.

In Lao Cai, community-based digital technology teams are a large and widespread force for information and communication work, reaching down to the grassroots level.

Accordingly, the province focuses on building a synchronized information delivery system from the provincial to the commune level, promoting the role of the entire political system, with the Propaganda and Mass Mobilization sectors playing a core role. Information work at the grassroots level in the province has seen significant improvements in content, methods, and implementation effectiveness.

From local broadcasting systems, electronic portals, and official social media networks to teams of reporters and propagandists in villages and hamlets, a synchronized and interconnected information network has gradually been formed, helping people, especially in remote areas and ethnic minority regions, to access official information quickly and promptly, thereby gradually narrowing the information access gap between different areas.

Currently, the province's grassroots information system is organized relatively comprehensively with the participation of the Provincial Party Committee's Propaganda and Mass Mobilization Department; the Fatherland Front Committee and political and social organizations; departments, agencies; press and media agencies; and a widespread network of propagandists and reporters reaching down to the village and residential group levels.

A notable achievement is that Lao Cai has built a large and comprehensive force for information and propaganda work, covering all levels from the provincial to the grassroots. The province currently has over 5,300 cadres working in propaganda and mass mobilization; 515 commune-level speakers; more than 11,000 members of propaganda and mobilization teams in villages and residential areas; and over 19,000 members of community digital technology teams. These are the "extended arms" that quickly and effectively deliver the Party and State's policies and guidelines to the people, contributing to reducing information poverty at the grassroots level.

In addition to strengthening the organizational structure, the province also focuses on strongly innovating the content and methods of information dissemination. Propaganda content concentrates on major, key issues such as: streamlining the organizational structure; digital transformation; administrative reform; building new rural areas; sustainable poverty reduction; ensuring national defense and security…

In particular, amidst the emergence of many new issues following the provincial merger and the operation of the new government model, the work of guiding public opinion has been proactively and promptly implemented. The Provincial Party Committee's Propaganda and Mass Mobilization Department regularly monitors public opinion, synthesizes people's feedback, and advises the Party Committee on directing the handling of emerging issues at the grassroots level.

From smart speakers to digital news: Technology provides practical support for the people.

One of the notable achievements of Lao Cai in recent times has been the promotion of information technology application and digital transformation in the provision of information to local communities.

Currently, all 99/99 communes and wards in the province have electronic information portals and local radio broadcasting systems; of which 84 communes and wards have invested in radio broadcasting systems applying information and telecommunication technology with over 4,400 broadcasting and receiving clusters. This continues to be an essential information channel helping people in mountainous and remote areas quickly access information about natural disasters, epidemics, social welfare, agricultural production, and new rural development.

The province has also built a relatively comprehensive press and media system with Lao Cai Newspaper and Radio and Television; Lao Cai Arts and Literature Magazine; the provincial electronic information portal; 155 component information portals along with hundreds of official fanpages, Zalo OA, YouTube channels… creating a diverse and modern digital media ecosystem.

Notably, from December 2025, the province completely switched from paper to electronic versions of the Internal Announcement Bulletin in PDF and MP3 formats to serve Party branch meetings and dissemination through the local radio system. This step clearly demonstrates the province's determination to digitally transform its communication activities, saving costs while improving the effectiveness of information delivery to the grassroots level.

The application of digital platforms and mainstream social networks has also been strongly implemented. Many agencies and localities have proactively built fanpages and Zalo OAs to provide information quickly and promptly, in line with current information consumption trends.

In addition, online conferences, briefing sessions, and propaganda conferences continue to be held regularly, ensuring that information is transmitted uniformly and smoothly from the provincial level to the grassroots. Since July 1, 2025 alone, the province has organized over 5,000 study and dissemination conferences with more than 532,000 cadres and Party members participating; and hundreds of direct propaganda conferences at the grassroots level.

In practice, the diversification and modernization of information channels have helped the people of Lao Cai not only raise awareness and strengthen confidence in policies and laws, but also proactively access digital knowledge and skills to develop the economy, gradually overcoming the "information poverty" situation at the grassroots level.
