What should we pay attention to in the latest information on regulations of agricultural, forestry and fishery import markets of Vietnam, the US and the EU?

The Vietnam SPS Office has just issued a notice on the regulations of import markets changing the residue levels for Vietnam's agricultural, forestry and fishery products.


Accordingly, from November 21 to December 20, 2024, the Vietnam SPS Office will compile draft notices and effective notices on food safety and animal and plant quarantine (SPS) measures of World Trade Organization Members (hereinafter referred to as notices), of which 98 draft notices are for comments and 30 effective notices.

The Vietnam SPS Office has issued some notices to be noted from Vietnam's agricultural, forestry and fishery import markets. Specifically:

US market: (1) Regulations to stop using products containing chlorpyrifos; (2) Proposal to remove MRL regulations of chlorpyrifos in some products; (3) Proposal to amend regulations on food additives; (4) Regulations on tolerance of the pesticide Cyazofamid.

EU market: (1) Regulation (EU) 2019/627 on measures for the implementation of official controls on products of animal origin intended for human consumption; (2) Changes to the maximum residue levels for chlorpropham, fuberidazole, ipconazole, methoxyfenozide, S-metolachlor and triflusulfuron, dimoxystrobin, ethephon and propamocarb in or on certain products; (3) Proposed changes to the MRLs for certain agricultural chemicals in food.

Taiwan market: (1) Draft standards on pesticide residue limits in food; (2) Draft amendments to standards on specifications, scope, applications and residue levels of food additives; (3) Proposed changes to MRLs for some agricultural chemicals in food.

Indonesian Market: (1) Authority to guide and control the issuance of Certificates of Quality Assurance and Safety for aquatic products in Indonesia; (2) Draft Regulations of the Indonesian Food and Drug Agency related to food packaging; (3) Draft Regulations of the Indonesian National Food Agency on maximum residue limits of pesticides in food.

Brazilian market: (1) Draft list of active ingredients of pesticides, household cleaning products and wood preservatives; (2) Draft resolution establishing technical specifications, maximum limits and conditions of use for food additives and food additives; (3) Draft establishing phytosanitary requirements for the import of Freesia spp; (4) Draft resolution on "List of pesticides selected for analysis in herbal medicine"; (5) Establishing phytosanitary requirements for the import of okra (Abelmoschus esculentus) seeds.

Australia - New Zealand Market: (1) Proposed amendments to Schedule 20 of the Australia - New Zealand Food Standards Code; (2) Amendments to the Import Health Standards for the Holding of Plant Products for Human Consumption; (3) Maximum Residue Levels for Agricultural Substances; (4) Proposed Measures for the Management of Xylella fastidiosa in Crops; (5) Import Health Standards for Seeds for Planting.

Korean Market: Recommended Specifications for Acrylamide in Food.

UK market: (1) Amendments to the official controls (plant health, inspection frequency) regulation 2022 and legislative amendments to ensure effective border controls on animals and animal products: (2) Amendments to Regulation (EU) 2019/2072 on pests, viruses, certain import requirements to include all conifers; (3) Notification on the authorisation of 25 feed additives and 01 feed for specific nutritional purposes; (4) Changes to the maximum residue levels (MRLs) for the active ingredients propamocarb, fenazaquin, sulfoxaflor, isolucypram.

Japanese Market: Amendment of Decree on Standards for Animal Feed and Animal Feed Additives.

Mr. Ngo Xuan Nam - Deputy Director of the Vietnam SPS Office said that in 2024, WTO members issued 1,029 notifications and draft notifications on SPS measures, on average, the Vietnam SPS Office received about 3 notifications or draft notifications per day. Among them, there are many notifications regulating the maximum residue levels of pesticides, food additives, etc. for each agricultural and food product. Of these, most of the notifications and draft notifications are related to Vietnam's agricultural import markets such as the EU, Korea, Japan and China.

Although the market has changed so much, we have intervened promptly. Most businesses and farmers basically meet market regulations, but some have not yet accessed the regulations or are not fully aware of complying with the market's SPS regulations, but this is just a "bad apple spoiling the barrel" in the story of agricultural exports. Therefore, we need to continue to propagate, mobilize and require these cases to change to meet SPS regulations in production and export.
