On July 2, at the regular press conference of the second quarter of the Ministry of Finance , Mr. Nguyen Hoang Duong, Deputy Director of the Department of Financial Institutions, said that the Ministry has issued a document guiding the operations of lottery companies when implementing the arrangement of provincial-level administrative units.
From July 1 to the end of this year, lottery companies in the provinces and cities subject to merger will hand over their status to the new provinces and cities after the merger.
Mr. Duong cited that Binh Duong Provincial Lottery Company Limited and Ba Ria - Vung Tau Provincial Lottery Company Limited will hand over their original status to the Ho Chi Minh City People's Committee after these two localities merge into Ho Chi Minh City.
In addition, the issuance schedule will remain the same until the end of this year to ensure that the production and business plans have been approved by the owners, the People's Committees of the provinces and cities. On the other hand, this also ensures budget revenue for the localities after the merger.
"Maintaining operations until the end of this year also ensures that printed lottery tickets are not wasted," said Mr. Nguyen Hoang Duong.

To date, the country has 64 state-owned enterprises operating in the lottery business, including 63 lottery companies in 63 provinces and cities before the reorganization of provincial administrative units and Vietnam Computerized Lottery Company Limited (Vietlott).
From January 1, 2026, the Ministry of Finance will provide specific guidance to provinces and cities on the merger and consolidation of lottery companies in the area into one company. At the same time, the Ministry will also issue a new issuance schedule to suit the reality.
