This Circular regulates the operation of the competitive wholesale electricity market (hereinafter referred to as the electricity market) including the following main provisions: registration for participation in the electricity market; planning for electricity market operations; bidding mechanism; mobilization scheduling mechanism; metering of electricity in the electricity market; determination of market prices and payment calculation; information disclosure; monitoring of electricity market operations; and responsibilities of units participating in the electricity market.
The Circular applies to the following units participating in the electricity market: Electricity wholesaler; Electricity generation unit; Electricity system and market operator (National Electricity System and Market Operator - NSMO); Electricity transmission unit; Vietnam Electricity Group.
This Circular replaces Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade regulating the operation of the competitive wholesale electricity market and amending and supplementing a number of articles of Circular No. 56/2014/TT-BCT dated December 19, 2014 of the Ministry of Industry and Trade regulating the method of determining electricity generation prices and procedures for checking electricity purchase and sale contracts; Circular No. 24/2019/TT-BCT dated November 14, 2019 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade regulating the operation of the competitive wholesale electricity market and amending and supplementing a number of articles of Circular No. 56/2014/TT-BCT dated December 19, 2014 of the Minister of Industry and Trade regulating the method of determining electricity generation prices and the procedure for checking electricity purchase and sale contracts, effective from January 1, 2020.
This Circular annuls Article 1 and Clause 3, Article 10 of Circular No. 12/2024/TT-BCT dated August 1, 2024 of the Minister of Industry and Trade stipulating amendments and supplements to a number of circulars of the Minister of Industry and Trade related to the dispatch and operation of the national power system and the electricity market.
