According to the Tax Department, the total state budget revenue in the first 6 months of the year is estimated at VND 1,180,967 billion, equal to 68.7% of the ordinance estimate, up 38.1% over the same period in 2024.
Of which, revenue from crude oil is estimated at VND 24,668 billion, equal to 46.4% of the estimate, equal to 83.4% of the same period; domestic revenue is estimated at VND 1,156,299 billion, equal to 69.4% of the estimate, up 35.8% over the same period.
Budget revenue in the first 6 months of the year achieved positive results with 16/19 tax revenue items, 49/63 localities and 19/20 regional tax departments achieving quite well compared to the estimate (over 55%); 14/19 tax revenue items, 60/63 localities and 20/20 regional tax departments increasing revenue compared to the same period last year.

According to 34 new provinces and cities that have come into operation since July 1, 31/34 localities have achieved good collection progress (over 55% of the estimate) such as: Hung Yen, Ha Tinh, Cao Bang, Nghe An, Tay Ninh, Hanoi , Hai Phong... The remaining 3 localities with low collection progress (under 55%) are Lai Chau, Tuyen Quang, Quang Ngai.
Also in the 6 months, the tax authority issued 9,250 value-added tax refund decisions with a total refund amount of VND 74,084 billion, equal to 117% compared to the same period in 2024 and equal to 42% compared to the estimate; inspected and examined after refund for 2,085 refund decisions, equal to 126% compared to the same period in 2024, corresponding to a total refund amount of VND 27,900 billion. Of which, 714 cases resulted in tax refunds and penalties with an amount of VND 247 billion.

The entire Tax sector has conducted 26,290 inspections and examinations, reaching 39.1% of the 2025 task and equal to 109.2% compared to the same period in 2024. The total amount of money recommended for handling through inspections and examinations is 28,430 billion VND, equal to 132% compared to the same period in 2024. Of which, the total tax revenue increased through inspections and examinations is 8,314 billion VND; the deduction reduction is 1,190 billion VND; the loss reduction is 18,925 billion VND.
The tax authority inspected and examined 119 enterprises with related party transactions; collected, refunded and fined 600 billion VND; reduced losses by 3,579 billion VND; reduced deductions by 3.2 billion VND and adjusted taxable income up by 5,091 billion VND.
The total amount of tax debt managed by the tax sector is estimated at VND 239,818 billion as of June 30, 2025, down 4.6% compared to May 31, 2025, up 17.9% compared to December 31, 2024; accumulated tax debt collection by the end of June 2025 is estimated at VND 43,109 billion.
Tax collection from organizations and individuals doing business in e-commerce and digital economy is 98 trillion VND, an increase of 58% over the same period in 2024. Of which, 159 foreign suppliers registered for tax, declared and paid tax via the Electronic Information Portal with an amount of 5.7 trillion VND, an increase of 41% over the same period in 2024...
Tax authorities have collected additional amounts from 1,831 businesses totaling more than VND543 billion; and collected additional amounts from 550 individuals and business households totaling VND35 billion.
Total state budget revenue from business households is estimated at VND 17,100 billion, reaching 53.4% of the collection target, equal to 131% over the same period in 2024.
The tax authority has reviewed and added 254,111 business households to its management, and handled 197,349 business households with a total amount of tax arrears and fines in the past 6 months of more than 1,783 billion VND.
According to Deputy Minister of Finance Cao Anh Tuan, in the coming time, the Tax Department will continue to coordinate to replicate the AI and virtual assistant application model; focus on supporting business households and micro-enterprises to effectively implement the Party and State's policy of developing the private economy.

The total amount of tax to be extended and reduced in the first 6 months of 2025 is estimated at VND 96,749 billion; of which the amount of tax eligible for extension is about VND 57,845 billion.
Some support policies implemented in 2024 will continue to be effective and reduce state budget revenue in January 2025 by about VND 6,161 billion. Some new policies issued and effective in 2025 will reduce state budget revenue by an estimated VND 32,744 billion.
