It is known that the two scenic spots with the above-mentioned entrance fee are located in the tourist complex assigned to investors, Fansipan Cable Car Tourism Service Company Limited and Cat Cat Tourism Company Limited for management. These enterprises are also collecting service tickets from visitors when using the infrastructure and services invested by the enterprises.

The decision to charge entrance fees to the above attractions is due to the increase in tourists to Sa Pa, which has increased pressure on the urban infrastructure system. Every year, Sa Pa town has to allocate a large amount of funds to invest in infrastructure, ensure security, order, and traffic flow to tourist attractions and scenic spots. This fee collection is to partially offset the costs for the local budget to allocate resources for tourism investment.
