Participating in the working session with Deputy Minister of Industry and Trade Nguyen Hoang Long were representatives of the Departments and Offices of the Ministry of Industry and Trade , including the Department of Electricity and Renewable Energy, the Electricity Regulatory Authority, the Department of Energy Conservation and Sustainable Development and other members of JETP Vietnam.
On the side of the Delegation of the European Union (EU) and the UK to Vietnam, there were: Mr. Tibor Stelbaczky, Principal Advisor on Energy Diplomacy , EU Special Envoy for JETP; Mr. Chris Taylor, UK Special Envoy for the Just Energy Transition Partnership (JETP) along with officials and experts from the EU and the UK.
At the meeting, Deputy Minister Nguyen Hoang Long reported on the implementation of the Technology and Energy Group chaired by the Ministry of Industry and Trade and coordinated with ministries and branches in implementing JETP.

Specifically, the Ministry of Industry and Trade has established specialized working groups with separate tasks on offshore wind power development; renewable energy industrial center development; energy storage systems; smart grids; training and capacity building for energy transition; coal-fired power plant transition; green hydrogen development; and synthesizing approved energy projects, included in the Power Plan VIII and receiving JETP support.
The Deputy Minister of Industry and Trade also shared information about the Energy Transition Plan according to the Power Plan VIII for the goals related to JETP with the main contents including: Strongly developing renewable energy sources for electricity production, reaching a rate of about 30.9 - 39.2% by 2030, aiming for a renewable energy rate of 47% on the condition that the commitments under the Political Declaration establishing the JETP relationship with Vietnam are fully and substantially implemented by international partners. Orientation to 2050, the renewable energy rate will reach 67.5 - 71.5%;

The Delegation of the European Union (EU) and the UK to Vietnam includes: Mr. Tibor Stelbaczky, Principal Adviser on Energy Diplomacy, EU Special Envoy for JETP; Mr. Chris Taylor, UK Special Envoy for the Just Energy Transition Partnership (JETP) along with officials and experts from the EU and the UK.
Control greenhouse gas emissions from electricity production to about 204 - 254 million tons in 2030 and about 27 - 31 million tons in 2050. Aim to reach a peak emission level of no more than 170 million tons in 2030, provided that commitments under JETP are fully and substantially implemented by international partners.
At the same time, build a smart grid system capable of integrating and safely and efficiently operating large-scale renewable energy sources . No new coal-fired thermal power plants will be built after 2030. Coal-fired thermal power plants that have reached the end of their economic life and old technology will stop operating, with a gradual shift to using green biomass/ammonia fuels when the price is suitable. By 2050, stop using coal for power generation.
Deputy Minister Nguyen Hoang Long also asked the EU and the UK to continue providing support in terms of capital, technology, and techniques to help the Ministry of Industry and Trade in particular and Vietnam achieve the goal of sustainable energy transition towards net zero emissions by 2050.

Mr. Tibor Stelbaczky, Chief Advisor on Energy Diplomacy and Special Envoy for JETP of the EU, highly appreciated the programs and actions of the Ministry of Industry and Trade in recent times to implement JETP.
Mr. Tibor Stelbaczky also emphasized that to achieve the long-term goals of JETP and green transformation, it is necessary to have the participation of ministries, sectors, localities and people; mobilize diverse resources and create a regulatory framework to realize the goals. The UK and EU are ready to support Vietnam in terms of technical expertise, technology as well as methods to mobilize necessary resources from global partner countries.
On December 14, 2022, after a period of negotiations, the UK Government, the EU and other international partners (IPGs) (France, Germany, the US, Italy, Canada, Japan, Norway and Denmark) together with Vietnamese agencies adopted the Political Declaration establishing the Just Energy Transition Partnership (JETP) with Vietnam. The JETP aims to support Vietnam in achieving its goal of achieving net zero emissions by 2050, accelerating the process of peaking greenhouse gas emissions and transitioning from fossil fuels to clean energy. To implement this agreement, on July 14, 2023, the Prime Minister issued Decision No. 845/QD-TTg on the establishment of the Secretariat to implement the Political Declaration establishing the JETP relationship and Decision No. 1009/QD-TTg dated August 31, 2023 approving the Project to implement the Political Declaration establishing the partnership for equitable energy transition. Accordingly, Working Groups were established to implement the JETP Declaration, including: the Synthesis Group established by the Minister of Natural Resources and Environment; the Institutional, Policy and Investment Group established by the Minister of Planning and Investment; the Technology and Energy Group established by the Minister of Industry and Trade; and the Finance Group established by the Minister of Finance. On October 2, 2023, the Minister of Industry and Trade issued a Decision to establish the Technology and Energy Group to support the implementation of JETP. The tasks of the Technology and Energy Group include: Reviewing and proposing the completion of policies and regulations to promote the implementation of a just energy transition; Identifying needs, promoting and coordinating technical activities and technology transfer in the implementation of the JETP Declaration under the guidance of Vietnam and the International Partnership Group for a Just Energy Transition. To coordinate with ministries and branches to support the implementation of the activities of the Working Groups within the framework of JETP, the Ministry of Industry and Trade has also sent representatives to participate in groups of other ministries and branches. |
