Prime Minister: 6 issues the education sector needs to address.

Reforming textbooks while ensuring standards and stability, and addressing the teacher shortage are among the issues that Prime Minister Pham Minh Chinh has instructed the education sector to resolve.

At the Conference summarizing the 2022-2023 school year on the afternoon of August 18th, the Prime Minister acknowledged several achievements of the education sector, such as initial effectiveness in fundamental and comprehensive reform; the national education system is increasingly perfected and approaching international standards; and the quality of education at each level has been strengthened.

For the upcoming school year and beyond, the head of government has requested the Ministry of Education and Training to focus on addressing six key issues: resolutely preventing drugs and social vices from entering schools and harming the health, morality, and character of students; overcoming violence and ensuring the safety of teachers and students; reforming textbooks while ensuring standards and stable development; improving the quality of higher education, college education, and continuing education; reviewing the teaching and learning of Civic Education, and increasing the time allocated if necessary to improve effectiveness; and finding solutions to address the shortage of teachers and schools, especially in remote areas, border regions, and islands.

"This is both the immediate and long-term challenge for the education sector," Mr. Chinh said.

Specifically regarding the teacher shortage, the Prime Minister acknowledged this as one of the shortcomings of the education sector. He stated that there is currently no policy to retain teachers, resulting in over 9,200 teachers leaving the profession or switching to other jobs during the past school year. Nationwide, all levels of education are short 118,000 teachers.

Regarding this situation, Mr. Do Duc Duy, Secretary of the Yen Bai Provincial Party Committee, said that the province has only reached 86.5% of the required number of teachers. Over the past three years, the province has recruited teachers twice a year on average, with a total target of 2,500, but only received 1,300 applications. In subjects like Informatics and English, there are still no teachers available.

"We are offering a stipend of 100 million VND per person to attract new English and IT teachers to the highlands, but we haven't been able to recruit anyone yet," Mr. Duy said.

In response to this situation, for the upcoming school year, the Prime Minister has requested the Ministry of Education and Training to focus on developing, amending, and supplementing policies and incentives suitable for teachers; improving the quality of teacher training for students and providing training and professional development for teachers and administrators; finding solutions to support teachers in remote areas and preschool teachers; and promptly considering increasing allowances for teachers.

Following the Prime Minister's directive, Minister of Education and Training Nguyen Kim Son stated that he will implement the necessary actions through specific programs and plans, noting areas that need improvement.

The annual school year review conference is usually organized by the Ministry of Education and Training in August. In addition to summarizing the achievements of the education sector during the past school year, localities, schools, and leaders of the ministry also discuss the remaining challenges facing the sector.
