On the morning of December 19th, coinciding with the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025), 234 projects and works with a total investment of approximately 3.4 trillion VND were simultaneously launched, inaugurated, and opened to traffic in 34 provinces and cities nationwide to celebrate the 14th National Congress of the Communist Party of Vietnam.

This is the third time this year that the inauguration and groundbreaking ceremonies for key projects have been held simultaneously nationwide. The event was organized in a hybrid format, combining in-person and online participation, at 79 locations.

The central hub is located at the Olympic Sports Urban Area construction project in Hanoi ; there are 11 live connection points in various provinces and cities, and online connections to 67 other construction sites and projects, linking with other projects of ministries, sectors, and localities.

Attending the event via live connection were: former Politburo member and former President Truong Tan Sang; former Politburo member and former Chairwoman of the National Assembly Nguyen Thi Kim Ngan; Politburo members: Standing Deputy Prime Minister Nguyen Hoa Binh, Standing Vice Chairman of the National Assembly Do Van Chien, Standing Member of the Subcommittee on Documents for the 14th Party Congress Nguyen Van Nen, Minister of National Defense Phan Van Giang, Secretary of the Hanoi City Party Committee Nguyen Duy Ngoc; leaders and former leaders of the Party and State; Deputy Prime Ministers and Vice Chairmen of the National Assembly; leaders of central and local departments, ministries, and agencies.

Strategic infrastructure - a prominent hallmark of the term.

According to Minister of Construction Tran Hong Minh, in implementing the Resolution of the 13th National Congress of the Party, for the period 2021-2025, the Government has identified focusing investment on the construction and development of a synchronous and modern infrastructure system as a key task throughout the term. This is both an urgent task aimed at restoring and promoting economic growth, and a long-term strategic task in enhancing national competitiveness, strengthening regional linkages, and creating a solid foundation for sustainable national development.

By the end of 2025, it is expected that the whole country will complete 3,513km of expressways and 1,700km of coastal roads; and complete the investment and upgrading of Noi Bai, Tan Son Nhat, Phu Bai, and Dien Bien airports.

The relevant parties have essentially completed phase 1 of Long Thanh International Airport; put into operation three seaport projects: Lach Huyen, Cai Mep, and Song Hau; three urban railway lines: Ben Thanh - Suoi Tien, Cat Linh - Ha Dong, and the elevated section of the Nho Son - Hanoi station line; basically completed the renovation and upgrading project of the Hanoi - Ho Chi Minh City railway line, Vinh - Nha Trang and Nha Trang - Saigon sections; and completed the 500 KV power lines Quang Binh - Hung Yen and Lao Cai - Vinh Yen.

Cultural and social infrastructure has been heavily invested in; the whole country has implemented 698 social housing projects with a scale of more than 637,000 units; completed the elimination of temporary and dilapidated houses nationwide five years ahead of schedule with more than 334,200 houses built; implemented 100 multi-level schools in border communes; and public-private partnerships have been used to build the National Exhibition Center, which ranks among the top 10 in the world…

Currently, Vietnam has completed the political and legal framework and is focusing on preparing for investment in strategic infrastructure projects such as the Ninh Thuan nuclear power plant project; the high-speed railway on the North-South axis; the Lao Cai - Hanoi - Hai Phong railway; Gia Binh International Airport; and infrastructure projects serving the APEC 2027 Conference…

In 2025 alone, the central and local governments commenced and inaugurated 564 projects with a total investment of over 5.14 million billion VND. Of this, private capital accounted for 3.84 million billion VND (74.6%), and state capital accounted for 1.3 million billion VND (25.4%).

The Olympic Sports City project in Hanoi, where Prime Minister Pham Minh Chinh attended the groundbreaking ceremony, covers an area of ​​over 9,171 hectares, spanning 11 communes in southern Hanoi, with a total investment of approximately 925,000 billion VND. The project is planned into four zones with the goal of creating a sports city and service city connected to an international-class sports complex, contributing to enhancing Hanoi's position on the continental and international sports and cultural map. Along with the Olympic Sports City in Hanoi, Vingroup is simultaneously promoting 10 other projects in various provinces and cities across the country.

Speaking at the event, on behalf of General Secretary To Lam and the Party and State leaders, Prime Minister Pham Minh Chinh warmly welcomed and extended his respectful greetings, profound gratitude, heartfelt regards, and best wishes to the leaders, delegates, and all compatriots and comrades nationwide.

Recalling President Ho Chi Minh's "Call for National Resistance" 79 years ago, the Prime Minister stated that the spirit of "national resistance" of the past has now become a guiding light for the entire Party, people, and army to successfully implement the Party's resolutions, realize the two strategic goals for the 100-year period, focusing on developing a synchronous and modern infrastructure system - one of the three strategic breakthroughs, which is of particular importance, opening up new development space and creating a foundation for rapid and sustainable national development.

Since the beginning of this term, in the context of a rapidly changing, complex, and unpredictable world, with more difficulties and challenges than opportunities and advantages, guided by the motto "The Party has directed, the Government has agreed, the National Assembly has concurred, the people have supported, the nation has awaited, and international friends have provided assistance, so we will only discuss action, not retreat," all levels, sectors, and localities have focused on implementing decisively, synchronously, and effectively the tasks and solutions to "turn crisis into opportunity," "reverse the situation, and transform the state" in investing in the development of the socio-economic infrastructure system.

In particular, the Government and the Prime Minister have focused their leadership and guidance on prioritizing the allocation of resources with strong innovation in thinking and methods, such as: avoiding scattered investment; removing institutional barriers and obstacles, promoting decentralization and delegation of power; approving the national master plan, creating new development spaces for the country; launching widespread patriotic emulation movements…

Thanks to the efforts of the entire political system, all levels, sectors, localities, and the people nationwide under the leadership of the Party, in the past term, the country's socio-economic infrastructure system has made breakthroughs with many large-scale, synchronized, modern projects that are interconnected, have a ripple effect, and create a foundation for the future. From expressways, airports, and seaports to digital infrastructure, energy infrastructure, healthcare, education, culture, and sports infrastructure, these projects have been invested in and completed in record time, with rapid progress and improved quality, contributing to changing the face of the country, playing a crucial role as a growth engine, and opening up new development opportunities.

Reviewing the results of infrastructure development throughout the past term, the Prime Minister stated that the projects and works that were started, inaugurated, and opened to traffic on this occasion are large-scale projects with complex technical aspects, playing a particularly important role in socio-economic development with the following "highlights": the largest total investment capital, over 3.4 million billion VND; the largest private capital participation, nearly 2.8 million billion VND, accounting for over 82%; and the largest investment projects, such as the Olympic Sports City with a capital of 925 trillion VND.

Thus, after three groundbreaking and inauguration ceremonies for major national key projects simultaneously across the country in 2025, the country now has 564 projects with a total investment of over 5.14 million billion VND, of which private capital accounts for the majority with over 3.8 million billion VND, or 74.6%, and state capital accounts for 1.3 million billion VND, or 25.4%; nearly 140 major projects have been completed and put into effective operation.

The Prime Minister stated that the socio-economic infrastructure projects that have been started and inaugurated in recent times and on this occasion demonstrate the thinking, vision, and aspiration of the Vietnamese people and nation to "reach far into the ocean, penetrate deep into the earth, and soar high into space." This is a crucial prerequisite and foundation for a synchronous and modern infrastructure system, meeting the development requirements of the country in the new era; it is an important "link" contributing to building a peaceful, stable, integrated, strong, prosperous, civilized, thriving, and happy Vietnam, steadily advancing towards socialism.

According to Prime Minister Pham Minh Chinh, the projects launched and inaugurated recently span across the entire country, encompassing all sectors, with five important affirmations: Affirming the strategic vision, breakthroughs, and maturity in the leadership, direction, and management of the Party and State; the organizational capacity of ministries, sectors, and localities; and the decisive involvement of the entire political system. Affirming the strong progress in building the country's strategic infrastructure; demonstrating the stature, courage, and intelligence of the Vietnamese people and the aspiration to continue conquering new heights. Affirming the Party's correct policy in developing the private economy, using public investment to lead and stimulate private investment, and mobilizing and effectively utilizing all social resources in all fields.

Furthermore, these projects affirm the viewpoint that "the people are the foundation" and the strength of national unity, creating motivation, inspiring, and arousing the aspiration to contribute for all subjects in society. They affirm the Vietnamese cultural tradition of self-reliance and self-improvement, embodying the spirit of "making promises and fulfilling commitments, ensuring concrete, quantifiable, and measurable results," and the spirit of "turning nothing into something, making the difficult into easy, and the impossible into the possible," and "rising from one's own hands, mind, land, sky, and sea."

On behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked the leadership and guidance of the Central Committee, and regularly and directly the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong and General Secretary To Lam; the involvement of the entire political system; the support and active participation of the people, the business community, and the cooperation and assistance of international friends. He also acknowledged and commended the efforts and determination of ministries, sectors, localities, investors, contractors, consulting units, and workers on construction sites – the “soldiers” on the silent front, striving and working day and night on projects, overcoming sun, rain, and storms, working in shifts, eating quickly, sleeping urgently, working day and night, working day and night, and working on holidays…

"The sweat, even blood and tears, the sleepless nights, the days working through holidays and Tet on construction sites, the 'offices that never turn off'... have crystallized into projects that build the country's development and bring practical benefits to the people," the Prime Minister shared emotionally.

The Prime Minister commended and highly appreciated the proactive, responsible, and decisive involvement of ministries, sectors, and localities in resolving and removing institutional and policy obstacles; the press and media agencies for actively publicizing and spreading exemplary models in the implementation of important national projects; expressed deep gratitude to the people who were willing to give up land, relocate, and resettle, accepting immediate losses to build infrastructure for the country's future; and expressed deep appreciation to domestic and foreign businesses that have trusted, invested, and contributed to a prosperous, self-reliant, and developed Vietnam with the spirit of "harmonious benefits, shared risks."

Highlighting six major lessons learned from practical experience that led to the recent achievements, the Prime Minister stated that in 2026 and the coming years, to successfully achieve the two 100-year strategic goals, the Party and State have set the goal of striving for double-digit growth, with the development of socio-economic infrastructure continuing to be clearly identified as one of the three strategic breakthroughs.

The Government and the Prime Minister request that all levels, sectors, localities, agencies, and relevant units continue to further build upon the achievements made, strive to overcome difficulties and challenges, with the spirit of "if we have tried hard, we should try even harder; if we have united, we should unite even more; if we have been determined, we should be even more determined; if we have been effective, we should be even more effective;" focusing on implementing the "5 guarantees" in the investment and development of socio-economic infrastructure projects.

This includes ensuring a transparent institutional framework, smooth infrastructure, intelligent governance, common practices, and cooperative understanding; guaranteeing the supply of materials, project progress, and quality; ensuring timely land clearance and resettlement; ensuring efficient capital utilization, preventing cost overruns, corruption, negative practices, losses, and waste; and ensuring that investments yield tangible results, bringing practical benefits to the people and promoting rapid and sustainable socio-economic development.

The Government and the Prime Minister are committed to continuing to play a central role in creating, supporting, and facilitating the most favorable conditions for the synchronized and effective implementation of projects, especially key projects, ensuring they are completed on schedule and meet quality standards. Prime Minister Pham Minh Chinh hopes and believes that key infrastructure projects will be completed on time, with guaranteed quality, bringing practical benefits to the people, and contributing to the country's steady progress into a new era of prosperous, civilized, and happy development, and a firm advance towards socialism.

With the spirit of "Party leadership, State creation, Enterprise pioneering, Public-private partnership, National development, People's happiness," the Prime Minister officially announced and, together with leaders of the Party, State, ministries, sectors, and localities, performed the groundbreaking, inauguration, and technical opening ceremonies for 234 projects nationwide to celebrate the 14th National Congress of the Party and the 11th National Emulation Congress.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh and other leaders presented the Third-Class Labor Medal of the Party and State and Certificates of Merit from the Prime Minister to collectives and individuals who have achieved outstanding results in implementing important national key projects, contributing to the development of a synchronous and modern infrastructure.
