On the afternoon of December 16th, Prime Minister Pham Minh Chinh attended the High-Level Plenary Session of the Vietnam Economic Forum 2025, Outlook 2026, with the theme "Vietnam's Economy: Rapid, Sustainable Development and Green Transformation in the Digital Age."

Speaking at the forum, the Prime Minister stated that Vietnam clearly identifies "dual transformation: greening and digitalization" as an objective requirement, a strategic choice, and a top priority; it serves as both a foundation and a driving force for rapid and sustainable development.

The forum was organized by the Government in coordination with the Central Policy and Strategy Committee, held in person at the Government Headquarters; and online with 34 provinces and cities.

Attending the forum were: Secretary of the Central Committee of the Communist Party of Vietnam and Minister of Foreign Affairs Le Hoai Trung; Vice Chairman of the National Assembly Vu Hong Thanh; Head of the Central Committee's Policy and Strategy Department Nguyen Thanh Nghi; leaders of central committees, ministries, and agencies; leaders of research organizations and institutions; scientists; representatives of embassies and international organizations in Vietnam; and representatives of domestic and foreign businesses.

The forum aims to analyze and evaluate the achievements, limitations, and causes of macroeconomic management in 2025. It also seeks to identify and clarify the international and domestic context; analyze and assess opportunities and challenges for economic development in 2026 and the 2026-2030 period, especially regarding the goal of double-digit growth, green transformation linked to digital transformation.

In particular, the Forum proposed strategic solutions to promote "double-digit" growth, green transformation linked to strong digital transformation in the 2026-2030 period, and specific directions and solutions for governance in 2026.

Prior to the High-Level Plenary Session, the Forum held two thematic sessions that morning: a session on finance and banking with the theme "Mobilizing and effectively utilizing financial resources for economic growth targets in the 2026-2030 period"; and a thematic session on the circular economy with the theme "Promoting green transformation and developing a circular economy to realize high growth and sustainable development goals."

Speaking at the High-Level Plenary Session on the World Economy and Vietnam in 2025, Prospects and Policy Recommendations for the Period 2026-2030, Ms. Mariam Sherman, Country Director of the World Bank in Vietnam, recommended that Vietnam continue to strongly promote the private sector; focus on people and technology; develop sustainable infrastructure and green growth; and ensure equitable distribution of the benefits of growth and institutional modernization.

Reviewing Vietnam's 40 years of reform achievements, Mariam Sherman also stated that the goal Vietnam has set for 2045 is audacious, but achievable if the challenges are met with courageous policies and actions. Vietnam needs optimism and urgent action, but to succeed, it needs to define: clear goals and a roadmap; consistency in the reform process; courage in overcoming obstacles; and bravery in not shying away from challenges and difficulties.

Looking back at the macroeconomic outlook for 2025, Mr. Nguyen Duc Hien, Deputy Head of the Central Policy and Strategy Committee, believes that in order to achieve double-digit growth in 2026 and maintain rapid and sustainable growth in the 2026-2030 period, a crucial condition is to maintain stable inflation at around 4% per year.

Fiscal policy focuses on promoting economic growth, accelerating the disbursement of public investment in key sectors, creating high spillover effects, and regional linkage projects; monetary policy is flexible and tight, focusing on macroeconomic stability, controlling inflation, and effectively coordinating with fiscal policy. Simultaneously, it changes the way financial resources are mobilized for the economy; reduces and simplifies investment and business conditions outside of the investment law; and ensures the quickest possible procedures for businesses.

In a discussion on the topic of mobilizing financial resources for high growth and sustainable development in Vietnam during the 2026-2030 period, Tim Evans, CEO of HSBC Vietnam, assessed that Vietnam has maintained high growth rates in recent years. As a country heavily affected by climate change, Vietnam is also a pioneer in combating climate change.

To achieve rapid and sustainable green development, Vietnam needs to improve transparent governance, promote governance capacity, adopt common international practices; and accelerate the application of digital technology and artificial intelligence to create added value for products and services.

Given that Vietnam needs a very large amount of capital for this process, Tim Evans recommended that Vietnam diversify its methods of capital mobilization; diversifying capital sources to include domestic and foreign capital, public and private sector capital. As HSBC's 7th largest market in the world, HSBC is ready to continue supporting and empowering Vietnam to overcome difficulties and challenges on its development journey.

The forum dedicated significant time to a panel discussion titled "Proposing Solutions to Realize the Goals of Rapid, Sustainable Growth and Green Transformation in the Digital Age, 2026-2030, with a Vision to 2045." During this discussion, delegates proposed several solutions for rapid and sustainable growth and green transformation in agriculture and the environment; and the role and contribution of localities to the rapid and sustainable development of the entire country.

Delegates also proposed solutions for rapid and sustainable development such as: promoting exports, consumption, and investment; ensuring energy and water security for development; developing and applying science, technology, and innovation; continuing to improve institutions and concretize the Party and State's guidelines and policies; attracting and mobilizing resources for development...

Deputy Speaker of the National Assembly Vu Hong Thanh emphasized the role and actions of the National Assembly in building institutions, creating a legal environment, and organizing the implementation of laws to promote rapid, sustainable economic development and green transformation in Vietnam in the digital age.

The National Assembly has enacted numerous laws on transforming the growth model towards low emissions; ensuring environmental harmony with development; guaranteeing international standards and avoiding shocks to businesses; focusing on building data, cybersecurity, and protecting citizens and businesses, adapting to rapid and sustainable development; and strongly innovating, shifting from "management by law" to "building institutions for development."

The National Assembly always values ​​and listens to the opinions of the business community, considering them an important source of information for improving legislation and strengthening investor confidence. The recommendations made at the Forum will be further studied and amended to ensure that laws closely reflect reality and build trust among the people and businesses.

Speaking at the Forum, Prime Minister Pham Minh Chinh assessed the Vietnam Economic Forum 2025, Prospects for 2026, with the theme: "Vietnam's economy develops rapidly, sustainably and undergoes a green transformation in the digital age," as an important event to evaluate the situation and results of Vietnam's economic development in 2025 and to provide orientations and solutions to promote rapid and sustainable development based on the "dual transformation: greening and digitalization" strategy in 2026 and the following years.

Acknowledging and highly appreciating the Central Policy and Strategy Committee and relevant ministries and agencies for selecting an important and highly topical theme and coordinating closely to organize this significant Forum, on behalf of General Secretary To Lam, the Party and State leaders, and the Prime Minister, I respectfully extend my warmest greetings, heartfelt regards, and best wishes to all delegates, distinguished guests, representatives of organizations, businesses, domestic and international experts, and all comrades.

Highly appreciating the introductory reports, presentations, and many heartfelt, responsible, and practical exchanges of opinions, the Prime Minister requested the Central Policy and Strategy Committee and relevant ministries and agencies to synthesize and study them in a timely manner to serve the work of evaluating, developing, and formulating strategies and policies in various fields.

Prime Minister Pham Minh Chinh emphasized that, based on clearly identifying the inevitable and irreversible trend of green transformation in the digital age, Vietnam has clearly defined "dual transformation: greening and digitalization" as an objective requirement, a strategic choice, and a top priority; it serves as both a foundation and a driving force for rapid and sustainable development.

The Vietnamese Party and State have always paid special attention to and issued many policies and mechanisms to promote rapid and sustainable development based on the foundation of "dual transformation: greening and digitalization." In particular, the Resolution of the 13th National Congress clearly states: "Continuing to develop the country rapidly and sustainably"; "promoting national digital transformation, developing the digital economy on the foundation of science and technology, and innovation"; "building a green economy, a circular economy, and an environmentally friendly economy."

The Politburo has issued important decisions in key strategic areas, especially Resolution No. 57, which emphasizes that the development of science, technology, innovation, and national digital transformation is a top priority breakthrough; promoting digital transformation, research, and transfer of green and low-emission technologies; creating and developing new economic models, digital economy, and green economy; strongly shifting from fossil fuels to renewable energy; and developing a clean energy industrial ecosystem... The National Assembly and the Government have issued resolutions to concretize and vigorously implement the Party's resolutions as mentioned above.

Regarding the situation in Vietnam, the Prime Minister stated that, in the context of a rapidly changing, complex, and unpredictable global and regional situation, thanks to the efforts of the entire political system, the business community, and the people under the leadership of the Party, the country's socio-economic situation has achieved many outstanding and comprehensive results, exceeding those of 2024 in most areas. Vietnam's economy is strong enough to withstand external shocks, as General Secretary To Lam has stated: "The socio-economic picture of the country in 2025 will be predominantly bright."

Analyzing the context, objectives, tasks, and key solutions for 2026 and beyond, the Prime Minister stated that Vietnam remains steadfast and consistent in focusing on achieving two centenary strategic goals: striving to become a modern, upper-middle-income developing country by 2030; and a developed, high-income country by 2045.

To achieve the two aforementioned strategic goals, Vietnam clearly identifies the need to focus on promoting growth, at a rate of 10% or higher, while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; unlocking, mobilizing, and effectively utilizing all resources for socio-economic development; focusing on cultural and social development, environmental protection, ensuring social security, and improving people's living standards; firmly protecting independence, sovereignty, and territorial integrity; maintaining security, order, and social safety; promoting foreign relations and international integration, and preserving a peaceful and stable environment for national development.

According to the Prime Minister, to successfully achieve the strategic goal of rapid and sustainable development, the "dual transformation: greening and digitalization" is of particular importance. Therefore, Vietnam is reforming its growth model, taking science, technology, innovation, digital transformation, and green transformation as the main driving forces in all sectors and fields, especially key sectors of the economy.

Strengthening economic restructuring; vigorously promoting industrialization and modernization based on two fundamental elements: digital transformation and green transformation; strongly developing the digital economy, green economy, creative economy, circular economy, and sharing economy…

Focus on improving institutions, infrastructure, and high-quality human resources to strongly promote the "dual transformation: greening and digitalization"; enhance strategic autonomy and improve the productivity, quality, efficiency, resilience, and competitiveness of the economy.

"Vietnam has determined that stability is an impenetrable fortress; rapid and sustainable development is an eternal, never-ending engine; the prosperity, freedom, well-being, and happiness of the people are the ultimate goals; and we will not sacrifice fairness, social progress, or the environment for mere growth," the Prime Minister emphasized.

Acknowledging and appreciating the many contributions and suggestions made to the Party, State, and Government of Vietnam in promoting rapid, sustainable development and green transformation in the digital age, the Prime Minister stated that in the coming period, Vietnam will focus on strategic priorities.

This includes promoting rapid and sustainable development based on a "dual transformation: greening and digitalization," striving for double-digit growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; focusing on enhancing the resilience and competitiveness of the economy; and improving analytical and forecasting capabilities to proactively, flexibly, and effectively respond to external fluctuations.

Vietnam is accelerating the implementation of three strategic breakthroughs in institutions, infrastructure, and human resource training, with the motto "Party leadership, State creation, enterprise pioneering, public-private partnership, national development, people's happiness"; focusing on renewing traditional growth drivers and strongly promoting new growth drivers; establishing pilot mechanisms to support the development of the digital economy, green economy, and circular economy; and developing breakthrough scientific research programs and projects for 11 strategic technology groups.

The Prime Minister shared that Vietnam is focusing on effectively exploiting new development spaces, "reaching out to the open sea, penetrating deep into the earth, and soaring into space"; promoting the role of new economic models, free trade zones, and international financial centers in attracting investment capital and technology; continuing to diversify forms of mobilizing and utilizing resources; prioritizing attracting FDI into high-tech industries, green and circular production, and connecting with domestic investment; and continuing to restructure exports in conjunction with restructuring the economy…

Stating that the history of the Vietnamese nation has proven that the greater the difficulties, the more the Vietnamese spirit and wisdom shine, the Prime Minister shared that with the motto "prioritizing intelligence, saving time, choosing appropriate priorities" and "With the Party's guidance; the Government's consensus; the National Assembly's support; the people and businesses' backing; and international friends' assistance, we should only discuss action, not retreat," Vietnam's goal of rapid and sustainable development in the direction of greening and digitalization has a solid foundation, room for growth, and feasibility; Vietnam will strive to successfully achieve the goals and tasks set for 2026 and the following years, leading the country to confidently enter a new era of wealth, civilization, prosperity, happiness, and a firm path towards socialism.
