On August 5, the Prime Minister issued Official Dispatch No. 127/CD-TTg on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government.

Telegram sent to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally run cities; Secretaries of Provincial and Municipal Party Committees of provinces and centrally run cities for leadership and direction.

Implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 and the Prime Minister's Directive Telegrams, by August 1, 2025, ministries and agencies have proactively reduced 115 administrative procedures, 118 business conditions and simplified 691 administrative procedures.

5 ministries and agencies have issued Decisions approving the Plan to reduce and simplify administrative procedures under the authority of the Ministry; 7 ministries and agencies have submitted the plan to the Prime Minister for consideration and approval, of which the Prime Minister has approved the plan to reduce and simplify under the management of the Ministry of Culture, Sports and Tourism and the Ministry of Industry and Trade, 4 ministries and agencies are continuing to supplement and complete.

Provinces and centrally-run cities have focused on implementing administrative procedures when arranging administrative units and implementing the 2-level local government organization model, with 3.4 million administrative procedure records received and resolved in 34 provinces and cities in July 2025, including 2.5 million records at the commune level. However, in addition to the achieved results, the implementation of the tasks in the Resolution by a number of ministries, branches and localities still has shortcomings and limitations, specifically:

There are still 6 ministries and ministerial-level agencies that have not yet submitted to the Prime Minister a plan to reduce and simplify administrative procedures (the completion deadline according to Resolution No. 66/NQ-CP of the Government is before June 30, 2025).

The plan to cut business conditions of some ministries is expected to not reach the target of cutting at least 30% as directed by the Politburo, General Secretary To Lam, the Central Steering Committee, the Government, and the Prime Minister.

The information systems of some ministries (such as civil status, business registration, business households, taxes, alcohol, beer and tobacco licensing...) have not promptly completed upgrading, connecting, and sharing data with the administrative procedure settlement information system, ensuring that the implementation of administrative procedures is not dependent on administrative boundaries within the provincial level.

Some national and specialized databases are still slow to be completed and put into operation or do not meet the requirements of "correct, sufficient, clean, and live" data to serve the reduction and simplification of administrative procedures.

The implementation of administrative procedures in some localities is still confusing, especially with newly decentralized tasks, decentralization, and determination of authority.

The arrangement and assignment of cadres and civil servants to carry out administrative procedures in some localities, especially at the commune level, is still unscientific, does not meet the professional and technical requirements of the job position, and is slow to receive training and guidance.

Technical facilities in some localities are still lacking, slow to issue digital signatures and seals, so working conditions are not guaranteed.

Propaganda, guidance and support for people and businesses in some localities are not really effective.

In order to promptly, effectively and on schedule implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, substantially reduce administrative procedures, investment and business conditions, processing time, and costs of compliance with administrative procedures, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on implementing the Prime Minister's Directive Telegrams and immediately deploy the following contents:

Cut at least 30% of business conditions, time, and costs of administrative procedure compliance

For ministries and ministerial-level agencies that have not achieved the target of cutting at least 30% of business conditions: Ministers and Heads of 6 ministries and ministerial-level agencies (Finance; Home Affairs; Justice; Health; Industry and Trade; State Bank of Vietnam) direct specialized agencies to focus on reviewing and cutting at least 30% of business conditions under their management in accordance with the direction of the Politburo, General Secretary To Lam, the Central Steering Committee and the Government in Resolution No. 66/NQ-CP.

Regarding the supplement and completion of the submission to the Prime Minister for approval of the reduction plan: Ministers, Heads of 4 Ministries, ministerial-level agencies: Science and Technology; Education and Training; Construction; State Bank of Vietnam urgently supplement and complete the dossier to submit to the Prime Minister for approval of the Plan to reduce and simplify administrative procedures and business conditions in accordance with regulations, ensuring the achievement of the goals of reducing at least 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, 30% of business conditions in accordance with the requirements in Resolution No. 66/NQ-CP. Complete no later than August 15, 2025.

For the Ministries that have not yet submitted the Reduction Plan to the Prime Minister for approval: The Ministers of the 6 Ministries: National Defense; Home Affairs; Justice; Finance; Health; Foreign Affairs must urgently complete the Reduction Plan, simplify administrative procedures and business conditions to submit to the Prime Minister for approval, no later than August 15, 2025.

Regarding the public disclosure of results of administrative procedure and business condition reduction: The Ministers of 8 Ministries: Public Security; Education and Training; Construction; Science and Technology; Agriculture and Environment; Finance; Culture, Sports and Tourism; Health urgently complete the updating and public disclosure of the results of synthesis, statistics, reduction of administrative procedures, business conditions, and costs of compliance with administrative procedures under their management on the National Database on Administrative Procedures to serve as a basis for determining the results of the implementation of Resolution No. 66/NQ-CP of the Government, to be completed no later than August 10, 2025.

Regarding the reduction of administrative procedures prescribed in local legal documents: Chairmen of People's Committees of provinces and centrally run cities shall direct the review and completion of mechanisms, policies and administrative procedures prescribed in legal documents under their authority, ensuring unified implementation throughout the province and city after the rearrangement of administrative units; approve and organize the implementation of plans to reduce and simplify administrative procedures prescribed in legal documents of the People's Council and People's Committee at the provincial level, to be completed no later than August 30, 2025.

Carry out administrative procedures smoothly, effectively and without interruption

The Prime Minister requests Ministers and Heads of ministerial-level agencies to:

Complete the review, completion, standardization, announcement, and full publicization of administrative procedures related to production and business that have been decentralized and delegated to localities, especially administrative procedures related to the export and import of products, goods, investment, planning, and land under the management of the Ministry of Health, Ministry of Agriculture and Environment, Ministry of Industry and Trade, Ministry of Construction, and Ministry of Finance; at the same time, provide guidance, training (note the effective application of online forms, artificial intelligence applications), inspection, supervision, and support for localities in the initial stages of receiving decentralized tasks, ensuring smooth and effective implementation, without congestion, affecting investment, production, and business activities of people and enterprises. Complete no later than August 15, 2025.

Urgently review and amend regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries within the province level, such as: requirements for people and businesses to carry out administrative procedures at their place of residence or headquarters or the place where the results of administrative procedures are first issued...; review and issue detailed and unified guidance documents nationwide on new business processes after administrative unit rearrangement, to be completed no later than August 30, 2025.

Accelerate the progress of building national databases and specialized databases; connect, synchronize and share data with the National Public Service Portal and the Provincial Administrative Procedure Information System to reduce and simplify administrative procedures, provide comprehensive online public services, personalize and rely on data in accordance with the Government's direction in Resolution No. 214/NQ-CP dated July 23, 2025 promulgating the Government's Action Plan on promoting data creation to serve comprehensive digital transformation.

Timely fix errors in the Information System managed by the Ministry (such as: Electronic civil status management and registration system of the Ministry of Justice; tax, business registration, business households of the Ministry of Finance...), ensure compliance with the 2-level local government organization model and connect and share complete data with the provincial administrative procedure settlement information system to serve the settlement of administrative procedures, ensuring that the implementation of administrative procedures is not dependent on administrative boundaries within the province. Complete no later than August 15, 2025.

In addition, the People's Committees of provinces and centrally run cities: Complete the upgrading of the provincial administrative procedure settlement information system to meet the requirements of digitalization, full data transfer with merged localities and the implementation of administrative procedures regardless of administrative boundaries within the province, deploy the 2-level local government organization model. Complete no later than August 30, 2025.

Complete the adjustment of internal procedures and electronic procedures of administrative procedures according to new regulations on decentralization, delegation of authority, determination of authority to resolve administrative procedures and implementation of administrative procedures regardless of administrative boundaries within the province. Complete no later than August 15, 2025.

Review and arrange sufficient staff, civil servants, public employees, facilities and equipment to meet the requirements of the job position, in accordance with the scale, number of tasks, administrative procedure records, as well as taking into account specific factors of the work, ensuring the effective and smooth implementation of receiving and handling administrative procedures, without local congestion or interruption. To be completed no later than August 15, 2025.

Strengthen training and improve the quality of human resources performing the work of receiving and handling administrative procedures, especially for decentralized administrative procedures, decentralization, authority assignment and administrative procedures at the commune level.

Actively promote communication, guidance and support for people and businesses in implementing administrative procedures to create consensus and accompany the Government, ministries, branches and localities, contributing to building an effective and efficient administration serving people and businesses.

Strengthen inspection and supervision, promptly handle difficulties, problems and bottlenecks arising during the implementation process, ensuring smooth, effective and uninterrupted implementation of administrative procedures.

Implementing organization

Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for the results of cutting and simplifying administrative procedures and business conditions as required in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the tasks in this Official Dispatch; report to the Government and the Prime Minister on the implementation results (in the Report on administrative procedure reform) before the 25th of each month.

The Government Office, according to its assigned functions and tasks, shall monitor, urge, and synthesize the situation and results of the implementation of this Official Dispatch, and promptly report to the Prime Minister on arising issues that exceed its authority as prescribed.

This is a very important and urgent task that needs to be urgently focused on and completed. The Prime Minister requested that the Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of centrally-run provinces and cities spend time paying attention to, leading and directing their affiliated agencies and units to complete the above-mentioned tasks, ensuring that administrative procedure reform and the handling of administrative procedures and public services for people and businesses are smooth, effective and uninterrupted when operating the 2-level local government model./.
