Prime Minister presides over groundbreaking and inauguration ceremonies of 80 major projects to celebrate 50 years of Southern Liberation

The groundbreaking and inauguration ceremony was held under the direction of Prime Minister Pham Minh Chinh, in the form of direct and online simultaneous broadcast in all three regions of North - Central - South, connecting online from the main bridge point of Ho Chi Minh City to the works and projects.

The Ministry of Construction - the presiding agency - said that according to the synthesis of reports from ministries, branches and localities, there were 80 projects that were started and inaugurated on this occasion, with a total investment capital of about 445,000 billion VND, of which the total capital for starting construction was 305,000 billion VND, the total capital for inaugurated projects was 140,000 billion VND. The state budget capital was 185,000 billion VND; non-budget capital was 260,000 billion VND.

Of these, there are 40 projects in the transportation sector; 12 industrial and civil construction projects, 12 educational projects, 9 socio-cultural projects, 5 community health projects and 2 irrigation projects.

According to the Ministry of Construction, many projects being inaugurated today are being implemented in an extremely difficult context, when the world economy and Vietnam's economy are heavily affected and impacted by the COVID-19 pandemic. Thoroughly implementing the Prime Minister's directive "in times of difficulty, the whole country must unite for a common goal, for the benefit of the people, the nation, and the people; harmonious benefits, shared difficulties", the Construction industry is determined to complete projects synchronously and on time or even ahead of schedule because that is the honor and responsibility of the industry before the Party, the State and the people.

The 80 projects and works selected to be started and inaugurated today are the results and evidence of the development aspirations, demonstrating the will and determination of the Party, State and people to build a rich, civilized and modern country. Some of the typical results achieved can be summarized as follows:

- Regarding expressways : The North-South expressway in the East is planned to be 2,063 km long from Huu Nghi - Lang Son border gate to Ca Mau, passing through 32 provinces and cities. Up to now, 1,443 km has been completed and put into operation; 605 km is under construction, and the 15 km long Can Tho 2 bridge is being prepared for investment. The putting into operation of 06 component projects (sections of Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh; Van Phong - Nha Trang; Ben Luc - Long Thanh and Bien Hoa - Vung Tau) today has increased the total length of expressways nationwide put into operation to 2,268 km; of which 04 projects have been completed 6-9 months ahead of schedule. The Ministry of Construction and localities are determined to complete 3,000km of expressways by 2025 under the direction of the Government and Prime Minister and strive to complete 5,000km of expressways by 2030 according to the target set by the Party Central Committee and the National Assembly.

- Regarding aviation infrastructure : many key projects such as Long Thanh International Airport, expansion of Tan Son Nhat and Noi Bai airports... have been and are being implemented with a spirit of urgency and determination, some projects continue to be started such as: Dong Hoi T2 terminal, expansion of Ca Mau airport... to meet the development requirements and improve domestic and international connectivity capacity. In particular, today, the international standard T3 passenger terminal, with a designed capacity of 20 million passengers/year, has also been completed for synchronous and effective operation, serving domestic exploitation at Tan Son Nhat International Airport.

- Regarding urban and housing development : By the end of 2024, the urbanization rate will reach 44.3%; the rate of urban population with access to clean water will reach 94%; housing will reach an average area of ​​26.5 ^m2 of floor/person. A series of works and projects have been focused on implementing to change the urban appearance in a synchronous and modern direction, typically the putting into operation and use of the Nhon - Hanoi Railway Station, Ben Thanh - Suoi Tien urban railway lines; starting construction of the 3.5 ring road of Hanoi capital, Can Gio coastal urban area...

Regarding social housing, from 2021 to now, nationwide, 655 projects have been implemented with a scale of nearly 600,000 apartments and today, we continue to witness the groundbreaking ceremony of a number of social housing projects in localities towards the goal of completing the construction of 1 million social housing units by 2030.

- Regarding energy infrastructure development , hydropower projects with a capacity of over 100MW have been basically completed; large reservoirs of over 100 million m3 have been completed. Currently, we are focusing on developing clean power sources such as gas-fired thermal power, renewable power, and nuclear power, in order to better utilize the country's topography and geography. The total capacity of renewable power sources compared to the entire system is growing rapidly, increasing from 15.6% in 2020 to 27.1% in 2024, towards zero net emissions as committed by the Government. The power transmission system has been basically completed to bring electricity to remote areas. In particular, the 500kV Circuit 3 line system from Quang Trach to Pho Noi, 519 km long, has been constructed and completed in just 6 months.

In Ho Chi Minh City alone - the main bridge with the participation of the Prime Minister, there were 6 works and projects inaugurated and started construction, including: Inauguration of Terminal T3 of Tan Son Nhat International Airport and the road connecting Tran Quoc Hoan Street - Cong Hoa Street; opening of Ben Luc - Long Thanh Expressway; inauguration of Hoc Mon General Hospital; commencement of the sea encroachment item of the Can Gio sea encroachment urban tourism project, Can Gio district; commencement of the Ho Chi Minh City Ring Road 2 project (package for technical infrastructure relocation and mine clearance).

The year 2025 is of special significance, a year of acceleration and breakthrough to successfully implement the 5-year socio-economic development plan 2021-2025, striving to achieve GDP growth of 8% or more, creating momentum, creating momentum, creating force to achieve double-digit growth in the coming years; is the year of many important events of the country: the 95th anniversary of the founding of the Party, the 50th anniversary of the Liberation of the South, the reunification of the country, the 135th anniversary of the birth of the great President Ho Chi Minh, the 80th anniversary of the founding of the country and the year of holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era - the era of striving, developing richly, prosperously, civilizedly, prosperously of the nation, the people are increasingly prosperous and happy.

Speaking at the event, the Prime Minister emphasized: In the exciting atmosphere of the whole country preparing to celebrate the historic holiday of 50 years of the liberation of the South, national reunification, and to express gratitude to compatriots and comrades who have devoted and sacrificed for the cause of building and defending our beloved socialist Vietnam, the Government organized the online groundbreaking and inauguration ceremony of 80 large and key projects and works, spanning the three regions of the North - Central - South, with a total investment of about 450 trillion VND, including:

- Inaugurated 47 large-scale, technically complex projects, playing a very important role in serving socio-economic development, such as: 05 expressway projects with a length of 227 km completed/opened to traffic, bringing the total length of expressways nationwide put into operation to 2,268 km; Krong Pach Thuong reservoir (Dak Lak) serving irrigation for over 14,000 hectares and providing domestic water for over 100,000 households; Con Dao District Military-Civilian Medical Center, Hoc Mon Regional General Hospital and putting into use a number of educational, medical, cultural, and sports projects...

In particular, we are very pleased to witness the completion and operation of the T3 Passenger Terminal of Tan Son Nhat International Airport on the occasion of the country's important holiday, 2 months ahead of schedule; we hope that this will have a positive impact on the construction progress of Long Thanh International Airport to basically complete this project in 2025.

- Started construction of 33 new large-scale projects, playing an important role in the socio-economic development of localities nationwide such as: Differential intersection between Ring Road 3.5 and Thang Long Avenue, Hanoi City; Component Project 1, 2 of Ring Road II, Ho Chi Minh City; Terminal T2 of Dong Hoi Airport; upgrading and expanding Ca Mau Airport; Ninh Binh - Hai Phong Expressway; AEON Hai Duong Commercial Center; Thai Nguyen University Construction Investment Project Step III; Ca Mau General Hospital; infrastructure of Tran De Industrial Park; Can Gio sea encroachment urban area (Ho Chi Minh City); a number of social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, Dong Nai provinces...

For the projects inaugurated today:

For projects starting today:

(i) Investors and contractors urgently mobilize equipment and human resources to immediately implement projects, strive to complete ahead of schedule, ensure quality, avoid capital overruns, put into operation soon, and promote investment efficiency;

(ii) Localities must focus on site clearance; guide investors and contractors to quickly resolve procedures regarding material mines and waste dumping to proactively implement projects according to plan and objectives;

(iii) During the project implementation process, "3 yes, 2 no" is implemented, in which "3 yes" means the benefit of the State, the benefit of the people, the benefit of enterprises; "2 no" means no corruption, negativity and no loss or waste of assets, efforts and money of the People;

(iv) Localities should pay more attention to the development of social housing; strive to realize the policy of building 1 million social houses before 2030; basically complete the program of eliminating temporary and dilapidated houses by 2025 so that all people can enjoy the joy of having a house, a stable and spacious place to live and settle down after 80 years of national independence.

At Binh Thuan bridge, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the inauguration ceremony of two traffic works : the project to renew the coastal axis road DT.719B (section from National Highway 1 to Suoi Nhum bridge) and the project of Ham Kiem road to Tien Thanh (section from National Highway 1 to DT.719B road).

The project to renovate the coastal axis road DT.719B (section from National Highway 1 to Suoi Nhum bridge) invested by the Chairman of Binh Thuan Provincial People's Committee started on November 25, 2020, and completed the section from National Highway 1 to Suoi Nhum bridge on April 10, 2025.

This road section is 17.8 km long, the roadbed is 28 m wide, the road surface is 8 m x 2 = 16 m wide, the median strip is 11 m wide, the reinforced shoulder width on each side is 0.5 m; the road surface structure is asphalt concrete on crushed stone aggregate; 3 new bridges are built; synchronous investment in lighting, trees and traffic safety systems.

The total investment for the project to renovate the coastal road DT.719B is more than 1,274 billion VND (including the 25.6 km project).

The Ham Kiem - Tien Thanh Road project (from National Highway 1 to DT.719B road) started on November 16, 2021 and was completed on December 31, 2024; has a length of 7.7 km; roadbed width of 37 m, road surface width of 8 m x 2 = 16 m, median strip width of 9 m, sidewalks on each side of the road 6 m; asphalt concrete road surface structure on crushed stone aggregate foundation; construction of 3 new bridges; synchronous investment in drainage system, trees and traffic safety system. The total investment of the project is more than 419.9 billion VND.

These are two strategic transport infrastructure projects, prioritized by the province for investment to connect with the North-South expressway in the East and complete the national coastal route to the South of Phan Thiet city. Contributing to the orientation of coastal space development, expanding urban space; synchronous traffic connection, improving transport capacity; promoting and spreading the driving force brought by the project to effectively exploit the potential of the large and potential land fund of this area, promoting strong development in the fields of tourism, services, marine economy, etc.

At the same time, it contributes to promoting comprehensive socio-economic development, improving the lives of people in the areas where the project passes through and in the locality. These are not only traffic routes, these two projects also symbolize the will to rise up, the spirit of solidarity and the vision of sustainable development of the Party Committee, government and people of Binh Thuan province.

The Bai Vot - Ham Nghi section project has a total route length of about 35.28 km, passing through Duc Tho, Can Loc and Thach Ha districts, with an investment of VND 7,643.57 billion. The route has 3 intersections: QL8A intersection, Thanh Binh Thinh commune, Duc Tho district connecting Cau Treo border gate, Hong Linh town; Provincial Road 548 intersection, Trung Loc commune, Can Loc district connecting Nghen town, Dong Lo historical relic site, QL1A and the intersection with Provincial Road 550, Luu Vinh Son commune, Thach Ha district connecting with Ha Tinh city, QL1A.

The Ham Nghi - Vung Ang section project has a total length of about 54.2km, passing through the districts of Thach Ha, Cam Xuyen, Ky Anh of Ha Tinh province, with a total project investment of VND 9,734.62 billion. The section has 3 intersections: Cam Quan QL1 intersection, Cam Quan commune, Cam Xuyen district, connecting to QL1A to Cam Xuyen district center, Thien Cam tourist area; Ky Trung intersection, Ky Trung commune, Ky Anh district connecting to QL1A connecting to Ky Anh district center and QL12C intersection, Ky Tan commune, Ky Anh district connecting to Vung Ang Economic Zone and Ky Anh town.

In the divergence phase, the two expressway sections of Bai Vot - Ham Nghi and Ham Nghi - Vung Ang meet expressway standards, with a scale of 4 lanes.

The completed phase is a highway, designed speed 120 km/h, scale 6 lanes.

After technical opening, the two expressway sections of Bai Vot - Ham Nghi and Ham Nghi - Vung Ang are expected to be put into operation on the main route on April 28, 2025, completing the project before June 30, 2025.

The completion and putting into use of the two expressways Bai Vot - Ham Nghi, Ham Nghi - Vung Ang contributes to completing the North - South traffic axis, creating favorable conditions for travel between the Central provinces and the whole country; opening up new development space, being an important driving force to promote the socio-economic development of Ha Tinh and the North Central region.

The two expressway sections will facilitate investment attraction in industrial parks and economic zones in Ha Tinh, contributing to creating more jobs, increasing income for local people and promoting local economic development. At the same time, the modern transportation system will help local people access healthcare, education and other services more quickly, contributing to reducing traffic accidents and environmental pollution due to reduced traffic volume on old routes.

In Thai Nguyen, Deputy Prime Minister Le Thanh Long attended the groundbreaking ceremony of the Thai Nguyen University Construction Investment Project Phase III:

With a total investment of 324.72 billion VND, the project is an opportunity for Thai Nguyen University to gradually perfect its governance model, modernize its facilities, continue to improve its training capacity, and expand the scale and quality of research.

Specifically, the project will invest in the construction of laboratory houses and large lecture halls at the University of Science, Family Medicine Center and practice medical examination and treatment at the University of Medicine and Pharmacy, Halles and Practice N3 Foreign Language School, Center for Practice Experimental Technical University, Multi -Functional University of Economics and Business Administration.

The component project of Van Phong-Nha Trang section of the project of construction of high-speed road constructions on the North-South route in the East, period 2021-2025. The project has a total length of 83.35 km, passing through 04 districts and towns including Van Ninh district, Ninh Hoa town, Khanh Vinh district and Dien Khanh district of Khanh Hoa province.

The first point (Km 285+000) connects the southern door path in Co Ma tunnel, in Van Ninh district, Khanh Hoa province.

The component project of Van Phong-Nha Trang on the North-South route has a total length of 83.35 km

With the large volume of the project, to bring the project to the destination ahead of time (about 8 months) the construction units have mobilized the maximum financial resources, personnel, equipment and preparation of materials right from the start of over 2,500 personnel, over 1,200 equipment at the peak time (about 1.5 times the personnel and equipment as required) to simultaneously deploy items.

The project is formed to accomplish the important goals set by the Resolution of the XIII Congress (by 2025 to put into operation 3000 km of highway road, until 2030 strive to put into operation 5000 km), as well as the emulation movement "500 days and nights to complete 3000 km of highway road" by 2025. Eating jobs for people and businesses, increasing the added value of land, facilitating the call for investment promotion, reducing logistics costs, increasing the competitiveness of goods and the economy.

Aeon Hai Duong Trade Center was built in Thach Khoi ward and Lien Hong commune (Hai Duong city), in the eastern area of ​​Vo Nguyen Giap Boulevard.

Aeon Hai Duong Trade Center is the first large -scale community commercial center developed by Aeon Vietnam in the Northern region, with a total floor area of ​​about 3.6 hectares, with a total investment of about VND 1,180 billion.

Located in Can Gio district, Vinhomes Green Paradise has an area of ​​up to 2,870 hectares.
