On the afternoon of May 28, in Bac Quang district, Ha Giang province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Tuyen Quang - Ha Giang Expressway Project (phase 1) - the largest-scale transport infrastructure investment project ever in the two provinces of Tuyen Quang and Ha Giang.
The Tuyen Quang - Ha Giang Expressway Project (phase 1) has a total length of 105 km, a total investment of 10,000 billion VND, of which the section through Ha Giang is about 27 km long, and is also the first expressway project of the province.
The project was assigned by the Government to Ha Giang and Tuyen Quang provinces as the managing agencies, implemented in the form of public investment in the socio -economic recovery and development program; has a scale of 2 lanes but the land clearance scope is 4 lanes, expected to be completed in 2025.
The completion of the first phase of the project will create an economic development corridor from the center of Hanoi along the Noi Bai - Lao Cai highway, Tuyen Quang - Phu Tho highway to Ha Giang, meeting the increasing demand for travel and freight transport. At the same time, it will solve the traffic congestion in the region and intra-regional connection between Tuyen Quang and Ha Giang provinces.
In the coming years, the Tuyen Quang - Ha Giang expressway will continue to be researched, invested in phase 2 (upgrading to 4 lanes) and invested in building the connecting section to Thanh Thuy international border gate (Ha Giang).

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that the 13th National Party Congress continues to identify the construction of a synchronous infrastructure system as one of the three strategic breakthroughs for our country to develop rapidly and sustainably; at the same time, it sets a goal that by 2030, the whole country will have 5,000 km of expressways. Thus, in the 2021-2030 period, we must invest and build nearly 4 times the number of kilometers of expressways built in the 2000-2020 period.
Expressways will contribute to ensuring national defense and security, promoting regional connectivity, creating new development space and new development momentum for regions and localities, promoting the development of industrial parks, new urban areas, developing services, especially tourism... In particular, developing transport infrastructure also helps reduce logistics costs (logistics costs in Vietnam are currently about 17% while those in other countries in the region are only 12-13%, making our import and export goods uncompetitive).

To achieve the set goals, it requires the participation of all levels, ministries, branches, and localities with high determination, great efforts, drastic, focused, reasonable, and effective actions; the consensus and active participation of people, businesses, especially investors and contractors participating in traffic infrastructure projects and people living and doing business in the areas the project passes through.
Previously, also on May 28, at a meeting with the Standing Committee of the Ha Giang Provincial Party Committee, Prime Minister Pham Minh Chinh pointed out that infrastructure, especially transport infrastructure, is still a bottleneck in Ha Giang; the poverty rate is still high (in 2022 it will be 37.08%, the highest in the country); and 7/10 districts are poor districts.

The Prime Minister suggested that Ha Giang promote the spirit of innovation, dare to think, dare to do, dare to break through, avoid the tendency to wait, rely on others, and the tendency to be content, afraid of responsibility, afraid of mistakes; not lose confidence when facing difficulties. With a 277km border with China, Ha Giang needs to maintain national defense and security, build a peaceful, cooperative and developing border; always be proactive, not be passive or surprised in any circumstances.
Ha Giang focuses on making breakthroughs in infrastructure, especially transport infrastructure, ensuring intra-provincial, inter-provincial, inter-regional and international connectivity; developing tourism into a spearhead economic sector of Ha Giang. The Prime Minister also requested to promptly resolve the issue of electricity for 200 villages without electricity.
On the same day, the Prime Minister offered incense to commemorate heroes and martyrs at Vi Xuyen National Martyrs Cemetery - the resting place of more than 1,800 martyrs and the mass grave of martyrs who sacrificed their lives in the fight to protect the northern border of the Fatherland; and attended the inauguration ceremony of the renovation and upgrade of Ha Giang Provincial Museum.
