On the morning of January 26th, Prime Minister Pham Minh Chinh visited and inspected the combat readiness of officers and soldiers of the General Department II, Ministry of National Defense , and extended New Year greetings.
Speaking at the meeting, Prime Minister Pham Minh Chinh said that the year 2023 had just passed with many complex changes.
The Prime Minister acknowledged and commended the efforts, endeavors, and achievements of the General Department II over the past period, including many tasks completed excellently, contributing to the overall achievements of the country.
The Prime Minister affirmed that, under the leadership of the Party and the management of the State, and regularly and directly under the Central Military Commission, the Secretary of the Central Military Commission, the Government, and the Ministry of National Defense, the General Department II has matured and grown stronger, increasingly demonstrating its important position and role, and successfully fulfilling its assigned tasks.
In 2024 and beyond, the global and regional situation is projected to continue to be complex and unpredictable, with overall peace but localized conflicts, overall détente but localized clashes, and stability but localized tensions.
Prime Minister Pham Minh Chinh requested that the Defense Intelligence Agency be better prepared, ready to receive and successfully complete all tasks assigned by the Party and the State.
The Prime Minister instructed the General Department II to continue improving its strategic forecasting capabilities, thoroughly understanding the situation, having foresight, and advising the Party and State on appropriate countermeasures to firmly protect the Fatherland "early and from afar," absolutely avoiding strategic passivity and surprise, and maintaining a peaceful and stable environment for national development; with the motto "profound thinking, timely grasp, and constant innovation."
The Prime Minister requested proactive implementation of measures to enhance the leadership capacity and combat strength of Party committees and organizations at all levels, and comprehensive leadership in all aspects of the unit's work; focusing on building a clean and strong Party Committee of the General Department in terms of politics, ideology, and ethics. He also called for the synchronized implementation of solutions to build the organization, apparatus, and force structure of the National Defense Intelligence in the direction of being "lean, efficient, strong, professional, effective, and fulfilling its functions."
Building a team of Defense Intelligence officers with strong political convictions, innovative thinking, strategic vision, sharp professional insight and thinking, and professional knowledge commensurate with their responsibilities and tasks. Building a well-organized, standardized, and modern unit that effectively serves ministries, sectors, and localities.
The Defense Intelligence Service is a special force of the armed forces, the Prime Minister stated, and its development orientation and all activities are always under the absolute and direct leadership of the Party; it is imbued with the viewpoints in Resolution No. 8 of the Central Committee (13th term) on the strategy for national defense in the new situation, correctly assessing partners and targets to have appropriate and effective countermeasures.
The Prime Minister requested continued thorough understanding and strict implementation of the advice and requirements of General Secretary Nguyen Phu Trong: "...Regardless of the circumstances, our Defense Intelligence must only grow stronger..."; absolute loyalty and unwavering faith in the Party; dedicated service to the goals and ideals of the Party, serving the Fatherland and the people.
